Hiring part-time seasonal maintenance worker Staff Report Date of Meeting: June 18, 2018 To: City Council From: Adam Hawkinson, Director of Public Works Re: Hiring of Seasonal Maintenance Worker for Park Grounds Background: The City has advertised for a Seasonal Parks Maintenance Worker for the Public Works Department to keep the grass cut, maintain grounds, pick up refuse, and various other duties throughout the City at a pay range of $10.20 to $12.25 per hour. Christina Mazzucco, who was in the position that past 3 years is employed elsewhere and was not interested in returning. On June 14 the City received an application for employment from Joseph Brooksbank indicating that he will be available to work until the end of August. Based on the labor agreement with the Union, part-time employees can be employed for up to 67 days without becoming a member of the Union. This would provide for 13 weeks of employment. With the absence of a full-time employees for medical reasons, it will be helpful to have a part-time person be assigned to tasks such as mowing that do not require the experience of a full-time employee. The Washington County Sheriff Department has performed a background investigation and found no issues. Issue: Should the City hire Joseph Brooksbank for the Seasonal Park Grounds Maintenance Worker position? Fiscal Impact: The 2018 budget provides for 528 hours of work at a rate of $11.50 per hour. With a start date of June 25 it is likely that the hours worked for 2018 will be roughly 360 hours until Joesph need to return to school. Options: 1) Approve the hiring of Joseph Brooksbank at $11.20/hour for the Seasonal Park Grounds Maintenance Position. 2) Approve the hiring Joseph Brooksbank at a different rate of pay. 3) Take no action on the request. Recommendation: Option 1
