9.c) Staff Report -Seasonal Plow DriversStaff Report To: City Council From: Tim Kieffer, Director of Public Works Date: September 16, 2014 - 91� SCANDIA Re: Seasonal Public Works Staffing Background: The City hired 3 seasonal on-call, part-time/seasonal employees last winter to help with snow plowing. Issue: What should the hiring process be for on-call, part-time/seasonal maintenance workers for the 2014-2015 snowplowing season? Proposal: Staff is requesting the Council authorize the advertising for applications for on-call, part-time/seasonal maintenance workers for snowplowing at the same pay rate as last season ($17.34/hr for those with a Class A license and $14.28/hour for those without a Class A). The Council could also delegate the interview process to staff. Interviews would be conducted by the City Administrator and Public Works Director with recommendations for hiring coming back to the Council at a future meeting. Staff would like to hire three people for this position, including asking two of last year's drivers to return. Two of the positions would be designated as the primary maintenance worker for on-call snowplowing and the third would be used only as a backup. Fiscal Impact: The proposed rates are the same as last year. The direct fiscal impact will depend largely on how many snow events occur this season. Options: 1) Authorize staff to advertise for on-call, part-time/seasonal maintenance workers for snowplowing and delegate the interview process to staff. 2) Authorize staff to advertise for on-call, part-time/seasonal maintenance workers for snowplowing and set schedule for Council to complete interviews. 3) Do not seek additional applications. Recommendation: Option 1
