5.g) Staff Report-Code RED JPASCANDIA Staff Repovt Date of Meeting: October 21, 2014 To: City Council From: Kristina Handt, City Administrator Re: Code Red JPA Background: In 2011, the City entered into a Joint Powers Agreement (JPA) with Washington County for the Code Red service. All cities and townships partnered with the County to purchase a mass notification system known as Code RED. It has been used to notify citizens of emergency and non -emergency events taking place in their community. The initial JPA with the County will expire December 31, 2014. While the cost of the total system is $33,750 per year, the fee structure for each city/township is to pay $.07860 x the population of the city/township. The county pays the remainder. This fee structure will continue in the new agreement through 2019. Issue: Should the City extend the JPA through 2016 plus three additional one year periods? Proposal Details: Included in your packet is the JPA drafted by the county. Nothing has changed since the 2012 agreement except for the dates of the agreement. Either parry may cancel the agreement at any time by giving a 30 day notice. Fiscal Impact: The JPA requires the City to annually pay Washington County $309.36 for the service. These funds are included in the public safety budget. Options: 1) Approve the JPA with Washington County 2) Amend and then Approve the JPA with Washington County 3) Do not approve the JPA with Washington County Recommendation: Option 1
