7. Director's reportDirector's Report Tourism Assessment —The Community Leadership Team will have its initial meeting on Monday, July 16. The initial meeting will cover the following topics: • Program goals and responsibilities • Scandia and tourism - community values, current and desired visitors to Scandia, etc. • Community Tourism Development manual - discuss how it can be used as a resource • Timeline and logistics Washington County CDA Pre -development grant application — The only item needed before submitting the grant is a resolution from the City Council. Copies of the grant application and a draft of the resolution follow. Blandin Foundation Robust Network Feasibility Fund grant application — A grant application to cover 50% of the cost for the Fiber to the Premise Preliminary Design Estimate to be performed by CTC. Since 2007, the Robust Network Feasibility Fund (RNFF) grant program has provided matching funds to eligible applicants to support the implementation of feasibility studies designed to provide factual information about market demand, technology alternatives, deployment and maintenance costs, network operations and marketing. The Foundation will review the grant application at its July 18th meeting. MnDOT Landscape Partnership project — Public Work Director Adam Hawkinson has worked with Todd Carroll & MnDOT staff to lay out the planting areas on the 4 quadrants of the Olinda / Scandia Trail intersection. To date the planting beds have been sprayed to kill the grass and tilled. Over the next weeks the beds will be resprayed, amended with compost, and then mulched in anticipation of planting in late July or August. Yes X No I. PREDEVELOPMENT FINANCE FUND PROPOSED PROJECT DESCRIPTION 1. Describe the city's/township's goals, objectives and need for the Predevelopment Finance Fund grant and anticipated future commercial and industrial opportunities and other proposed components. Please explain the public benefit of the proposed plan, report or study. Attach copy of proposed contract for services or scone of work for anv activities to be funded by CDA grant funds. 2. Has a developer or end user been identified or committed to the proposed site? No 3. Provide a brief history of the site including any previous uses, activities, prior or existing contamination, and other previous attempts at selling, developing or redeveloping the site. (please identify any obstacles that may be preventing the city/township from accomplishing its goals for the site or area)? The area is primarily located in the City's Village Mixed Use and Industrial zoning districts. The portion of the site south of State Highway 97 and west of Ozark has been developed based on zoningthat at required a minimum lot size of 2.5 acres in order to provide adequate room for on-site septic. The lots at the north east corner of State High 97 and County Highway 3 are a part of the Cit.. ig nal plat. Those lots are small with minimal area for on-site septic. The northeast portion of the project area is an undeveloped 45 acre parcel with 1/4 mile of frontage on STH 97. The parcel is split with 19 acres in the VMU zoning district and the remainder in the Village Neighborhood district. This parcel is being marketed for sale. Potential development of this parcel is limited by the minimum parcel size. The EDA, Planning Commission, and City Council recognize that parcel size impedes the development of the property and are interested in modifying the parcel size if an option for community septic can be provided. The City's Fire / Public Works building is located on a 7.5 acre parcel in the project area. The rear 2.5 acres of this location are not utilized and have been identified as a potential area for a community septic system. 4. Describe any studies or development activities at the proposed site or project area that have already been completed or are currently underway (if applicable). The previous development projects are identified above. In a recent propertyparcel size became an issue where it served as a barrier to the sale of a portion of a 2.5 acre parcel that contained a restaurant. The owner of the Scandia Creamery located on County 3 has expressed an interest in expanding the banquet facility peration to include a restaurant; however, the existing lot size is a barrier for an on-site septic system to service both businesses. 5. The study does not address a specific property. In the study area a 45 acre parcel on the eastern portion of the study area with frontage on STH 97 is currently listed for sale. After development or redevelopment is complete, what portion of the project site be publicly and privately owned? The study area includes 7.5 acres of City owned land, 9.2 acres of road right- of-way, and 89.3 acres of privately owned land. 6. Identify any other partners and their roles such as land owners, realtors, developers, consultants, and regulating/permitting agencies, etc. (if applicable): The EDA has been working with the land owner of the 45 acres and the realtor that has listed the parcel. 7. How will the proposed project and/or activities promote or increase future commercial/industrial market values in the city/township/county (please identify your goals for increased commercial and industrial property tax base as a result of the proposed activities and describe how you will measure success)? This is a preliminary study to determine the feasibility and cost to provide a community septic system that would enable more intense development of the undeveloped portions of the study area and potential expansion of the existing uses. One of the goals of the City's 2040 Comprehensive Plan is to encourage the development of Concentrate on retaining and expanding local businesses in and around the Village Center and existing Rural Commercial districts. The restrictions for a minimum 2.5 acre lot size and the need for on-site septic are barriers to attracting local and community scale businesses. The development of the parcels in the project area that are currently undeveloped have the potential to increase the commercial building valuation in the City by a minimum of 50% 8. How will the proposed project and/or activities promote or increase future employment opportunities in the city/township/county (please identify your job and wage goals as a result of the proposed activities and describe how you will measure success)? The development of the undeveloped parcels would likely increase the employment within the City by 25-50% depending on the types of businesses that are located. An ancillary benefit of increased employment will be expanding the pool of employees within a radius of the Fire Station to serve as on-call firefighters. The lack of fire / EMS personnel to respond to daytime emergencies is a major issue for the City. 9. Please provide detailed project timeline with all actions, phases, and anticipated dates for completion (when will the activities/studies be complete)? The work can be completed with 90 da.� s of providing notice to proceed. 10. Describe why the development or redevelopment study, report or plan is needed and why the property is not likely to develop through the normal private sector process? The study would look at increasing the utilization of an area with multiple ownerships, all of which are served by individual septic systems. The current needs of the existing business are being met so there is no incentive to work on a community septic system. The development of the 45 acre parcel could look to create a community septic system; however, the scope of the work would only address that individual parcel and would not consider to possibility of increasing the utilization of the parcel that contain existing buildings. 11. Describe the level of commitment by the city/township to the development of the property or area (please identify how the proposed activities meet the city/township priorities, land use planning, economic development goals, etc....)? Why is this important to the city/township? Please attach a resolution requesting grant funding from the Predevelopment Finance Fund adopted by the city/township (sample resolution provided by the CDA). The development of the properties in the study area is consistent with current zoning, the 2030 Comprehensive Plan, and the 2040 Comprehensive Plan that has been approved for review. A copy of the resolution of support from the City Council is attached. 12. Please submit this application and all necessary attachments electronically (.pdf file preferred) to Economic Development Director, Washington County CDA at: ChrisE&washingtoncount. cog RESOLUTION 07-19-18-xx RESOLUTION AUTHORIZING SUBMITTAL OF AN APPLICATION FOR FUNDING FROM THE WASHINGTON COUNTY CDA PREDEVELOPMENT FINANCE FUND WHEREAS, the Scandia Economic Development authority has identified a project to evaluate the feasibility of a community septic system within the City that meets the Washington County Community Development Agency (CDA) Predevelopment Finance Fund's purposes and criteria; and WHEREAS, one of the goals of the City's 2040 Comprehensive Plan is to concentrate on retaining and expanding local businesses in and around the Village Center and existing Rural Commercial districts. WHEREAS, the 2040 Comprehensive Plans lists as objectives: to strengthen public services to attract and retain businesses and workforce, to identify and allow in -fill development opportunities for business expansion, to promote appropriately -sized new businesses that create synergy with existing businesses and overarching goals, and to create development and land use standards to guide development into the Village Center and away from a linear pattern along the highways or undeveloped rural intersections. WHEREAS, providing a community septic system would allow for a higher level of development and uses for the undeveloped parcels in and around the current Village Mixed Use and Industrial zoning districts. WHEREAS, the City is supportive of enhancing economic development opportunities that will serve to create jobs, enhance the tax base and improve the lives of Washington County residents. WHEREAS, the City supports the proposed project scope of work and hereby supports the application to the Washington County CDA Predevelopment Finance Fund; and NOW THEREFORE BE IT RESOLVED that the City of approves the application for funding from the Washington County CDA Predevelopment Finance Fund. BE IT FURTHER RESOLVED that upon approval of its application to the Washington County CDA, the City hereby authorizes its Administrator, as Executive Director of the Economic Development Authority, to execute such agreements as are necessary to receive and use the funding for the proposed project.
