9.c) Staff Report-Ice Rink Attendants and Warming House HoursSCANDIA Staff RepoVt Date of Meeting: November 18, 2014 To: City Council From: Kristina Handt, City Administrator Re: Rink Attendants/Warming House Hours Background: At the October meeting, the Council approved hiring John Beattie and Gunny Stolts and gave approval to staff to advertise and interview for additional Ice Rink Attendants for the 2014-2015 season. The openings were advertised in the Country Messenger, posted on the League of MN Cities website, the City's website and facebook page (where it reached nearly 900 people). However, no applications were received. The positions were advertised with a pay rate of $7.25 for minors and $8.00/hour for adults. Issue: How should the rink attendant positions be filled? Should the warming house hours be reduced to accommodate less staffing? Proposal Details/Options: Staff is seeking direction from the Council on how to proceed. Options include advertising for the positions again in the paper, perhaps raising the rates, or limiting the hours the warming house is open since we only have two people hired for the season. It typically requires 4-5 attendants in order to be adequately staffed for the season. If the Council would like to advertise again, staff would recommend hiring is delegated to staff since the rink may be open by the Dec. 16th Council meeting. Council can confirm those hires at that time but we may need folks to start before then. If the Council is considering limiting hours, staff would suggest the warming house be closed Monday -Wednesday (expect for the skating program on Tuesdays) and hours be reduced on Saturday and Sunday. Current hours are: 4 pm to 9 pm, Monday through Thursday 4 pm to 10 pm, Friday Noon to 10 pm, Saturday Noon to 9 pm, Sunday
