Re: Ordinance to Allow Exemptions for Historic Structures
Background:
At the November Council meeting there was some concern expressed about which buildings could be
brought into Scandia and their placement on properties if the draft ordinance no. 157 was adopted.
The issue was tabled for further discussion at a work session.
Issue:
Should Ordinance No. 157 be adopted? Do any changes need to be made before adoption?
Proposal Details:
The draft of the ordinance is included in your packet.
Also the definition from Chap.1 of the Development Code pertaining to Historic Buildings or
Structures is below.
Historic Building and Structure: A structure which has been identified by the Washington County
History Network Inventory or the State Historic Preservation Office and other undesignated
structures such as residences and barns having public value due to its notable architectural or historic
features relating to the cultural heritage of the community.

There was also a question of whether or not the accessory structure had to resemble the principal
structure. Per Chap 2 of the development code it does not.
Sec. 3.14(3)(B) All accessory buildings on parcels of 4 acres or less, excluding road right-of-way,
shall resemble, in style, materials, color, roofline, and siding type, the principal building on the lot,
except the following building types may vary from this standard:
1. Accessory Buildings 120 sq. ft. or less in size;
2. Greenhouses;
3. Gazebos and decorative shelters;
4. Historic buildings
