Re: Request from Dick Rohe to acquire City -owned parcel
Background: When the Rohe parcel (18855 Manning Trail, was split off the adjoining property to the south,
the maximum parcel size based on 240' of frontage on Manning Ave was 4 acres. As a part of the
transaction the Rohe deeded 0.36 acres to the City in order to maintain the 4 acre parcel size. The parcel
transferred to the City is adjacent to the parcel where the drainfield for the Bliss community septic system
is located. The Rohes are seeking to acquire the parcel.
Issue: Should the Council initiate the process to dispose of parcel 31.032.20.12.0004 consisting of 0.36
acres?
Proposal Details: The parcel has marginal utility to the community septic system based on a drainageway
running along the northern boundary of the parcel. The best future use of the property would be to serve
as a buffer for any expansion of the community septic system. The parcel is located in the General Rural
zoning district where the minimum frontage on parcels of 4 acres or greater is 300' and the Rohe parcel
only has 240' of frontage.
Fiscal Impact: None
Options:
1. Refer to the Planning Commission for recommendation
2. Take no action on the request
Recommendation: Option 2 —The transfer of the parcel to the Rohe would create a non -conforming parcel
under the City's zoning code.
