Activity Report - 2008 Year End Summary
Fire and Rescue Operations and Administration
. Emergency run volume was 2% higher than last year's run volume. There were 189
emergency calls.

• Total estimated property loss: $190,700
. The State Fire Marshals Office published FD run volumes for 2007. A neighboring FD
run comparison for 2007 showed only Hugo, Forest lake, and Wyoming responded to
more emergency calls than Scandia Fire and Rescue.
. Overall FD spending was a net $7,600 favorable to planned budget. Our year-end was
favorable to plan while absorbing the increase run volume compensation costs.
. The Fire Department retained an ISO rating of seven for the core population base.
. There was one injury.
. The 800 radio MHZ is on track for implementation in February 2009 per Washington
County Sheriffs Department. Fire Chiefs from across Washington County are working
together to finalize tactical channels or talk group configuration.
. Washington County Fire Chiefs worked together on a grant for attending the FEMA
Integrated Emergency Management Course in Emmitsburg, MD. A letter of support has
been requested from the Mayor.
. Two Fire Fighters have indicated they will retire in 2009.
Fire and Medical Traininq
. Fire Fighters participated in 108 hour of Fire emergency response training.
. Fire Fighters participated in over forty hours of inedical response training.
. First and Second Assistant Fire Chiefs completed the two day ICS 300 training program.
The ICS training consisted of incident command systems, process, establishing and
managing incident command posts. Cross functional groups consisting of WSCO
Commanders, Fire Chiefs and City Administrators completed several incident command
table top small and large scale emergency response scenarios.
. First Responders successfully recertified. Recertification included written and practical
testing on airway management, CPR, AED operations, splinting, anaphylactic shock,
childbirth, and medical patient assessment and trauma patient assessment.
. Fire Department Dive Rescue Team members participated in over 50 hours of training.
. Fire fighters trained on outdoor search and rescue techniques in Winds in the Pines
Park. Rescue operations included establishing a remote rescue incident command post,

rescue team communications, steep angle terrain rescue, and managing night
conditions.
. Fire fighters trained on extrication techniques with MN State Technical College Instructor
Brain Staska.
. The Fire & Rescue Department open house stressed safely escaping your home,
kitchen stove fires, air care rescue operations and the fire scene water management
operations. Over 350 citizens attended the open house.
. Scandia FD hosted a Washington County Dive rescue rope tender class. Fire Fighters
from Stillwater, White Bear, Lower St Croix Valley and Scandia attended.
