Deadline/ Timeline: Terms on the Planning Commission and Park and Recreation Committee expire Feb. 1, 2009. Background: • The City has been advertising for applicants to serve on the Planning Commission and Park and Recreation Committee for approximately one month. A press release was sent to the local papers and an advertisement was placed on the city website. � One Planning Commission term (Peter Schwarz) and one Park and Recreation Committee term (Dan Skupien) expired February 1. Both have indicated their desire to be reappointed. • Park and Recreation Committee member Tom Triplett has indicated his intention of resigning from the Committee when the Council has identified a replacement. • The Planning Commission has asked that the Council establish an ad-hoc committee to work on design standards, an implementation task identified by the new Comprehensive Plan. Planning Commissioner Susan Rodsjo will chair the committee. She has recruited several members; more may be added to the committee before their first meeting(tentatively in March.) Recommendation: The Council should consider whether to make appointments at the February 17 meeting, or if you wish to recruit additional applicants or interview existing applicants first. I would like to begin scheduling our first meeting (see below), and I also need everyone to�II out the Scandia Committee Application (see attached). The work of this committee is an exciting endeavor, and I'm happy to discover a large group of residents interested in participating. If you know other residents who would like to get involved, please ask them to contact me or Anne Hurlburt in the city office. Committee Goals The new Scandia Comprehensive Plan, which is currently being reviewed by the Met Council, calls for such things as the following: • 'Establish standards to ensure that new development responds to the surrounding landscape and preserves the scenic, historic, and natural resources wherever possible. ... " Many communities throughout the country have successfully implemented such standards, and research shows that preserving/enhancing community character is good for business/enhances profitability. At our first meeting, we will: • Review evidence supporting the preservation of community character . View images from communities that have standards • Outline the design standard goals included in Scandia's new comprehensive plan . Begin looking at images from Scandia and surrounding communities from which to pull ideas (if you have images that you would like included, please email them to me) Meeting Times: I would like to schedule our first meeting for either late February or early March. Please answer the questions below so I can select dates/times that will work with all or, if not possible, most of the group. Please respond by Monday, February 2, as I would like to announce a meeting date at the City Council Meeting next Tuesday. 1) Do you prefer evening meetings or lunch meetings? (We will meet in the Scandia Community Center). 2)Which days/evenings work for you? 3) If we meet in the evening, what time works best?We can either start early and I can order pizza, or we can start at 7 pm so eveyone has time to go home for dinner first. 4) Do you prefer to meet once a month and potentially work on this into the summer months, or would you prefer to meet twice a month initially so we can wrap up before June?We should be able to finish this work in 4-6 meetings.
