5.c) Seasonal Parks Maintenance Worker Meeting Date: 4/7/2009 Agenda Item: ,� �� � City Council Agenda Rep�ort City of Scandia 14727 209th St. North Scandia, MN 55073 (651) 433-2274 Action Requested: Approve a job description for a Seasonal Parks and Grounds Maintenance Worker and authorize staff to advertise and fill the position subject to City Council approval. Deadline/Timeline: Staff would like to advertise immediately, and interview applicants so that a hiring decision could be made by the Council at its May 5 meeting. Background: • A part-time maintenance worker position was eliminated from the budget after a long-time employee retired in the fall of 2008. For 2009, the city decided to utilize seasonal workers in both winter (for snow-plowing) and summer(parks and gound maintenance.) • Approximately$5,500 was budgeted to cover wages, FICA & Medicare costs for a seasonal grounds maintenance worker. Assuming an hourly wage of$8.00 to $10.00 per hour, this would cover a schedule of 3 or 4 days/24 to 32 hours per week over a 20 to 24-week season. The actual work schedule would depend upon the weather and other factors. Employment would be limited to a maximum of 67 work days to avoid issues with PELRA. � An alternative to hiring a seasonal employee would be contracting for lawn mowing services for all city facilities (including ball fields, community center, fire hall/public works, annex and the Hay Lake picnic shelter.) There are contractors willing to perform this work,but the lowest price quote we received from a local contractor was $600 per week, for one mowing per week. While the contractor would use his own equipment and fuel, and might require less supervision,the cost would be considerably higher than what has been budgeted. Maintenance Supervisor John Morrison would prefer a temporary employee who would also be available for tasks other than lawn mowing. Recommendation: Staff recommends that the Council approve the job description for the Seasonal Parks and Grounds Maintenance Worker, and authorize staff to advertise and fill the position. Because of the short time line, we suggest that the application review and interview process be delegated to the Administrator and Maintenance Supervisor, with the final appointment subject to City Council approval. ESSENTIAL FUNCTIONS: 1. Performs landscaping functions such as mowing turf and trimming around trees, fences, buildings and paved areas. 2. Operates and performs simple maintenance on equipment such as riding or walk-behind lawn mowers and weed whips. 3. Removes litter and garbage and handles recyclables. 4. Prepares facilities for recreational use, such as dragging ball fields. 5. Assists with other maintenance activities such as painting, cleaning, or setting up and taking down equipment. 6. Attend safety meetings and other training as required. 7. Performs other duties as assigned. KNOWLEDGE, SKILLS AND ABILITIES: 1. Ability to operate assigned equipment. 2. Ability to make minor repairs and adjustments to equipment. 3. Ability to do some lifting, bending, climbing, reaching, overhead pushing and pulling. 4. Mowing and trimming are completed on a weekly basis, more or less frequently if weather conditions dictate. 2. Facilities and equipment are maintained in a neat, clean and orderly manner at all times. 3. Equipment is utilized appropriately, effectively and safely. 4. Communicates with staff and citizens in a polite and courteous manner. 5. Keeps supervisor informed of all significant matters he/she must know to perform his/her responsibilities effectively. MINIMUM QUALIFICATIONS: 1. Must be 18 years of age or older. 2. Valid class "D" driver's license and good driving record. 3. Must be able to physically perform functions of the position including lifting or moving up to 50 pounds occasionally. 4. Previous experience with grounds maintenance is desirable. The position will perform a wide variety of tasks necessary to the seasonal maintenance of grounds, equipment and buildings at city parks and municipal buildings. Tasks will include mowing, trimming, litter removal and preparing facilities for recreational use. Minimum qualifications include: 18 years of age or older, valid class "D" driver's license and good driving record. Previous grounds maintenance experience desirable. Pay is $8.00 to $10.00 per hour, depending upon qualifications. No benefits. City application required.
