Action Requested: Approve the purchase of pothole patching equipment(Stepp Pre-mix
Heater Model SPH 1.5) from Stepp Manufacturing Co., Inc. at the
total price of$9,332.60
Deadline/ Timeline: State contract pricing is good through June 30, 2009.
Background: • The City's Capital Improvements Plan and the 2009 Public Works
Department budget include$10,000 for the purchase of pothole
patching equipment. Currently, the department lacks equipment to
keep asphalt hot, limiting the efficiency and effectiveness of
pothole patching.
� Public Works Supervisor John Morrison has recommended the
purchase of a unit with a 1.5 cubic yard, 2-ton capacity hopper
mounted on a single-axel trailer with propane heater;made by
Stepp Manufacturing,North Branch, MN. The price of$9,332.60
includes sales tax and one option, a door lift assist($500.00.)
Equipment specifications are attached.
• A variety of pothole patching equipment is available through the
state's cooperative purchasing system. A similar unit is made by
Spaulding Manufacturing(Saginaw, Michigan), which has a
dealer in St. Paul. The base price of the comparable unit is
$11,359.00.
• Mr. Morrison prefers the Stepp product. Not only is it more
economical, the manufacturer is local and he is familiar with the
equipment as it is used by other area public works departments
(including Washington County.)
• Multiple quotes are not necessary for the Stepp Equipment as it is
a single-source purchase, and because the state purchasing contract
would be used. Delivery will take approximately 30 days.
Recommendation: The City's purchasing policy provides that a budgeted general fund
purchase less than $10,000 may be authorized by the City
Administrator. However, given that the Council is holding a budget

work session on May 5 to consider possible budget cuts, 1 have not
authorized the purchase pending the Council's approval.
I recommend that the Council approve this purchase. This is a basic
piece of equipment needed for effective road maintenance, and may
result in less need to contract out minor repairs.
