Deadline/ Timeline: Background: • The City accepted a donation of$7,500 from the Scandia Marine Lions Club for purchase of skate park equipment. The equipment will replace the old portable equipment which was removed from service last year for safety reasons. • There are limited sources for portable skate park equipment. The trend is toward modular equipment designed for permanent installations, which is much more expensive and cannot be moved easily. Some manufacturers no longer offer portable equipment for commercial use. Four suppliers were identified: ➢ Sunramp Skateparks(Duluth, MN) supplied the previous equipment. The only portable equipment they now offer is their"HX" line which is designed for residential use and carries a 60-day warranty. The company representative said they"were not comfortable" with our intended outdoor use of the product. Therefore, we did not ask them for a skate park design/proposal. ➢ Skateboard Ramps & Rails(SRR) (Everett, WA) has a portable skate park set, constructed of inetal with polycarbonate ramp surfaces. The $7,500.00 price quote includes the set plus several additional pieces (quarter pipe, jersey barrier and fun box with attachment) and shipping. The equipment would be shipped on a pallet, with some assembly required. The sales person estimated that two people could complete assembly of the set in a couple of hours. The equipment is typically warranted for one year, but we were able to negotiate an extended 5-year warranty within our budget for the project. ➢ American Ramp Company (ARC) (Joplin, MO) supplies primarily all-metal equipment designed for permanent installations, but does offer a "DIY" version of their equipment at a lower price. A 10-piece kit would cost $7,248.60, including shipping. The equipment is made of treated wood, weather-resistant riding surface and galvanized metal. A photo showing a larger ramp using this construction is included with the proposal. Assembly would be required; the Page 1 of 2 OS/O1/09 sales person estimated it would take two people several days to assemble the set. The product is warranted for five years. ➢ Plywood Bende�s, LLC(St. Louis Park, MN) gave us a proposal for a treated wood ramp system. The skating surface is similar to those of the SRR and ARC products. The proposal includes 3 large pieces; a quarter pipe, bank and funbox. While a smaller nu�nber of pieces, each of these would be larger than those included in the SRR and ARC packages. [ncluded in the $7,500 price is repair of our existing Grind Ledge. The City would need to transport the equipment from the company's St. Louis Park location (Bruce Swenson has offered to transport the equipment locally.) The product is warranted for five years. Recommendation: The quotes are difficult to compare given the varied materials, the amount of assembly needed, and the different types of equipment offered. The availability of labor to assemble the equipment should also be considered. Staff will review these proposals with the Parks and Recreation Committee at their Monday, May 4 meeting, and report a recommendation to the Council at the May 5 meeting. All of these items are considered portable, including the 400 Ibs quarter pipes which have casters on the backside for tipping up and rolling wherever you want them to be. It is my understanding that this equipment will be used in a skating (ice) rink when the rink isn't in use, then stored away when it's needed for skating. It is with this reason that I've included several additional pieces. Mrs. McKelvey informed me that you have a $7,500 budget to work with and it wasn't my intention to use every dollar you had available. The extra pieces were added to help fill what is a large area with a skating rink. The more equipment you have, the more space you'll be able to fill with skateboarders and inline skaters (roller-bladers). Typically, an extra quarter pipe is ordered with our skate park sets because they offer the flexibility of having one quarter pipe, and one half-pipe. The other equipment is some of our most popular items, 2 of which aren't included in the skate park set. Those would be the Jersey Barrier and the Ridgeback Grinding Rail attachment for the Skateboard Bench. These items are fairly new and haven't been added to the set yet, my apologies for that. As part of the package, we've offered you a $50 discount on the additional quarter pipe as a way of saying "Thank You" for making a sizeable order. Some assembly is required with each item, but it is all fairly simple. We've welded together everything we could to make assembly simple, yet still maintain durability and decent shipping dimensions. Assembly instructions will be included with each and every piece. Payment can be made by Visa, MasterCard, or Check.
