Action Requested: Approve replacement and relocation of the city's public outdoor
warning/civil defense siren, at a total cost of$19,202.38.
Deadline/ Timeline: N/A
Background: • The existing civil defense siren located near the intersection of
Olinda Trail (CR 3) and Oakhill Road CR 52)needs replacement.
It is aging and lacks battery back-up so it does not sound in case of
a power outage. By January of 2013, the county will need to re-
program the transmitters that activate all warning sirens around the
county to meet FCC requirements. The siren is old technology and
cannot be re-programmed.
• Replacement of the siren also gives the city the opportunity to
move it, from a location that has been a nuisance to nearby
residents and businesses, to the Public Works/Fire Hall facility.
� The City has budgeted $23,000 from the Capital Improvement
Fund to replace the siren this year.
• The Fire Departments has obtained quotes totaling$19,202.38 for
the project. The siren would be purchased from Federal Signal
Corporation at $12,114.38; installation on a 50-foot pole would be
by Nelcom Corporation at $5,883.00; and electrical work would
be by Webb Electric at $1,205.00. There may be some other
incidental costs, such as pavement repair.
Recommendation: I recommend that the Council authorize replacement of the siren for
$19,202.38 plus any incidental costs, to be paid from the Capital
Improvement Fund.

The 2001-130 Siren is a high power, rotating, uni-directional siren that
offers an anechoic certified signal strength of 130 dB(C) +/- 1 dB(C) at
100 feet. The high decibel output provides maximum coverage with c+.
minimum installation cost. Radio activation can further minimize q
installation costs by eliminating the need for leased dedicated control �
lines. �

The siren's projector produces a 60 degree projection of sound which J
rotates at 3 RPM and can produce three signals options: Steady, Wail, ,�
and Fast Wail. The 2001-130 Siren will supply a minimum of 15 �'
minutes of full power output from its batteries after AC power loss. The �
siren controls are available with battery operation, AC operation, and �
AC operation with battery back-up, One-way and Two-way radio
control or landline.

Re: Public Outdoor Warning Siren '
Dear Chief Finnegan,
Nelcom is please to provide this quotation for the installation of a new DC2001-DC
siren and controls. The cost of installation for new 2001 DC siren, including the utility
pole is siill $5,833.00
Material:
50 foot Class 2 ireated pole, single phase disconnect; elecirical conduit, FRN fuses,
#2 AWG copper wiring; compression lugs, deep cycle batteries, antenna mounting
brackeis, custom MC cable, dual grounding sysiem, fittings, lags, straps, crimps and
other associated mounting hardware.
Labor.
Mounting of the siren head, radio receiver/decoder onto the above wooden utility
pole. Install metal conduit and flex cable as appropriate between the various motors,
contactors, disconnects and controls. Wire between all of the components. Insiall
power disconnect. Auger hole and install pole into place using heavy crane.
We will need the asphalt cut open so our auger can drill the hole and then patch
material may need to be placed around the base of the new pole. We can arrange io
have this performed by another company for an extra cost, or you may want to have
your city maintenance crew perform it. Please lei us know.
The local electrical contractor, Web Electric, has quoted $1205.00 to irench and
hookup the ac power from the existing outdoor circuit on the North side of the building,
about 25 feet thru the landscaping rock areaand into the siren. While we will
coordinate our work with them, we would prefer you pay them directly.
