Action Requested: Consider approving Park User Permits for two events to be held by the
National Sports Center Velo bicycle racing club:
l) Scandia Time Trial Bicycle Race (7/25/09)
2) Town Hall Team Time Trial Bicycle Race (8/8/09)
Deadline/ Timeline: N/A
Background: • The National Sports Center Velo bicycle racing club has submitted
requests for park permits for two bicycle races which will have
their starting lines in Scandia, at the Community Center. They
have also submitted reservations for use of the warming house on
those dates. Details of each event are included in the permit
applications, attached. Maps of the race routes are also included.
• Because each event is expected to draw over 100 people, Council
approval of the park user permits is required.
Recommendation: Council approval of the park permit is also required. Staff
recommends that the following conditions be attached to both permits.
They are similar to those required for the recent Scandia Elementary
PTO Run/Walk event:
1. Adequate portable toilet facilities shall be provided on the
community center grounds.
2. Organizers shall coordinate their route, and follow any
recommendations for traffic control during the event, with the
Washington County Sheriffls Department.
3. The location of any tents, stakes, signs etc. shall be approved
in advance by the City's Public Works Supervisor. Event
organizers shall request any utility locates that may be
required.
4. Event organizers shall provide trash containers and remove
and properly dispose of all waste on the day of the event.

Award An award ceremony will be held near the registration area at 12:30 PM or 15 minutes after the last rider crosses the finish

Rules: All USCF rules apply. Helmets are mandatory and shirts must cover shoulders.No farings allowed.The course is not closed
to auto traffic;the yellow line rule will be in force.The first rider will depart at 9:00 AM. Subsequent riders will depart at 1
minute intervals. All riders must check-in,sign the release,and pick up numbers before 8:45 AM.Riders must be at the
start-line staging area 2 minutes prior to their scheduled start time.Medals will be awarded to the top three riders in each
category.No monetary prizes.
The Course: See the attached map.The race distance is 40.0 km.The start/finish line is north of 205`''Street on Olinda Trail(CoRd 3).

The course has some rolling hills but no extended climbs.Orange pylons will mark the south U-turns.The 20 km course
for Juniors and 60+has the south U-turn on Norrell Avenue N near Oldfield Road.
