Deadline/ Timeline: N/A Background: • The Pavement Management Plan (PMP) recommends preventative maintenance (seal coating and crack filling) for City streets with a PASER (Pavement Surface Evaluation and Rating) system rating of 7 and higher. When the plan was reviewed with the Capital Improvements Committee in 2008, they recommended crack- sealing as a cost-effective strategy to maintain and extend the life of the city's paved streets. � The 2009 budget for contractual road maintenance is $204,000. Recent budget discussions have indicated it may be necessary to reduce this amount by$20,000, so $184,000 would be available. After considering costs incurred for dust control, striping and reserving funds for several small patching projects, staff recommends allocating $165,000 for crack sealing. • The City Engineer has prepared a list of streets meeting the rating criteria(see attached memo) that would be the priority for crack sealing in 2009. The Engineer has estimated construction costs to be in the amount of$164,000. Additional streets could be added if actual costs are less than the estimate. • The streets recommended for this project total approximately 12.5 miles, 17.5%of the city's paved streets. They represent approximately 45%of city streets with PASER ratings of 7 to 8. Recommendation: I recommend that you authorize the Engineer to prepare plans and specifications for the 2009 Crack Sealing Project, with a total budget of$165,000. Oakhill Road is a statutory 55 mph rural roadway that extends north and west of TH 97 near the downtown area of the City. The Oakhill Road southbound approach is skewed and curves to the south (right) at the intersection. The southbound approach has a posted "Stop Ahead" sign and a "Stop" sign at the Trunk Highway. The southbound approach has had some instances of vehicles running through the intersection. The addition of a new Stop sign on the northbound side of the roadway facing southbound traffic may improve motorist sightlines and visual target of the stop location. The City reyuests Mn/DOT review the condition and if warranted, place a new stop sign on the northbound side of Oakhill Road facing southbound traffic. The City realizes Oakhill Road is a City street, but is mindful of placing signs within Mn/DOT rights of way. If preferred, City staff would be available to place the sign if approved by Mn/DOT.
