5.i) Park User Permit, Scandia Fire Relief Association, Taco Daze 5 K Race . � Meeting Date: 7/21/2009 Agenda Item: � � <j , � City Council Agenda Report City of Scandia 14727 209th St. North Scandia, MN 55073 (651) 433-2274 Action Requested: Consider a request from the Scandia Fire Relief for a park user permit a SK race and 1 K Children's Fun Run to be held during Taco Daze on Saturday, September 12, 2009 Deadline/ Timeline: N/A Background: • The Fire Relief Association's Fun Run/Walk would start at the south ball field (on CR 3, south of the ice rink/Community Center.) Registration starts at 7:00 a.m. The Fun Run(13 and under) starts at 8:00 a.m. All activities are expected to conclude by 11:30 a.m. • The Fun Run will start south of the ball field, at 205`h St., go north to Oakhill, turn east down the hill and end at or near Meister's Bar and Grill. The SK will also start at 205`� St., go south to 202"d St., east to Odell, continuing on 197`h St. to Oxboro, then to Oakhill. The finish will be at or near the T-ball field near Meister's. All after race activities will be at Meister's. • The race may attract 75 to 200 participants. Because the event is expected to draw over 100 people, Council approval of the park user permits is required. Staff comments/ Staffrecommends that the following conditions be attached to the Recommendation: permit, which are similar to those used for the PTO's fun run in May: 1. Organizers shall coordinate their route, and follow any recommendations for traffic control during the event, with the Washington County Sheriffls Department. 2. Adequate portable toilet facilities shall be provided at the race start and finish. 3. The location of any tents, stakes, signs etc. shall be approved in advance by the City's Public Works Supervisor. Event organizers shall request any utility locates that may be required. 4. Conditions of Approval: Ci R resentative Si nature: Date: 2 June 16, 2009 Dear City Council Members, My name is Jeff Biebl; I am resident of Scandia and a member of the Scandia Fire Department. I have been tasked with the responsibility/pleasure of organizing an event that will benefit the Fire Department, Scandia—Marine Lions, as well as the whole community. The event is the first annual Scandia Fire Department Relief Association Fun Run/Walk to be held September 12,2009. Having been a part of Taco Daze in the past few years, I understand that all of the special events surrounding this day requires a lot of planning. That being said, I am providing this information to you for your review. • What: SK(certified)and 1K fun run � Location/Route: Registration and start location would be at or near the ball field on the east side of County Road 3 (CR-3),just past the Community Center skating rink. The remainder of the route would be very similar to the route used by organizers of the Scandia PTO Fun Run, with the race ending at or near the children's t-ball field on Oakhill Road. • Time: Registration would be one hour before the race at the ballfield on CR-3. We are hoping to have all race activities wrapped up no later than 11:30 am. • I have spoken with the owners of Meisters and have worked out final details. We will be using their stage/parking lot for after- race activities. � Members from the Scandia Fire Department would be providing many volunteers to include rescue/EMS personnel, along with route volunteers and watering station(s). This is just a snapshot of some of the details that are involved with this event, and by no means is an e�austive list. Thank you in advance for your consideration.
