Action Requested: Adopt a resolution setting the 2010 proposed property tax levy, and
pass a motion setting the date and time for the public meeting on the
2010 budget and tax levy.
Deadline/Timeline: Deadline is September 15, 2009.
Background: • The City must certify its 2010 proposed property tax levy to the
county auditor by September 15. This is the maximum levy
allowed by the state law. It may be reduced before the final
budget and ta�c levy are adopted in December.
• At the August 25 special meeting the Council reviewed a
preliminary budget, and directed that staff prepare a resolution to
certify the maximum levy allowed under the state levy limit,
$1,928,647, a 3.64%increase from the 20091evy.
• Since the budget workshop, staff has received some additional
information about the city's share of the Fiscal Disparities pool for
2010. For 2010, Scandia will receive $119,053, compared to
$93,049 in 2009. Scandia's levy will be reduced by this amount.
T'he effect is that the net maximum levy increase is reduced to a
2.36%, after taking Fiscal Disparities into account.
• For the 2010 budget,the state modified the"Truth in Taxation"
requirements. 'The public hearing has been replaced with a public
meeting to be held between November 25 and December 26 (after
6:00 p.m.) The date and time must be certified to the county
before or with the levy certification, and will be included on the
property tax notices sent in November. At the August 25 meeting,
the Council discussed holding the public meeting on Tuesday,
December 1 at 6:30 p.m.
Recommendation: I recommend that the Council adopt Resolution No. 09-01-09-01,
certifying the 2010 proposed tax levy. I also recommend that the
Council pass a motion formally setting the public meeting on the
budget and tax levy for 6:30 p.m. on December 1, 2009.

RESOLUTION CERTIFYING MAXIMUM
PROPERTY TAX LEVY PAYABLE IN 2010
WHEREAS, the City of Scandia has prepared a draft budget for the fiscal year
commending January 1, 2010; and
WHEREAS, the budget requires money to be raised from property taxes on taxable
property in the City of Scandia;
NOW,THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL
OF THE CITY OF SCANDIA, WASHINGTON COUNTY, MINNESOTA, that the
following sums of money are the maximum amounts to be raised by property tax payable in
2008:

Dear Ms. Hurlburt:
Washington County is pleased to inform you that the development of a master plan amendment for
Big Marine Park Reserve will begin soon. This park has seen many recent changes, including the
addition of a beach, boat launch, fishing pier, and other related amenities. IYs a park that is rapidly
growing in popularity. This master plan amendment will review existing park development, evaluate
the remaining planned facilities, and investigate potential new program areas.
A consultant (SRF Consulting Group, Inc.) has recently been hired to lead the County through the
planning process. They are currently gathering base map information in preparation for the project.
A Technical Advisory Committee (TAC) is also being formed to provide technical input to the
consultant. In addition, public meetings will be held to solicit ideas and comments from the
community.
Washington County is requesting that the City of Scandia appoint a representative to the TAC. This
representative should be comprised of staff, elected officials, or others that can provide pertinent
information from the City, and to carry planning information back to the City. Please select a
representative and let me know who that will be at your earliest convenience. We anticipate that the
TAC will meet 3-4 times during the project, and that the project will be completed by May of 2010.
The first meeting of this group is scheduled for 2:00 p.m. on Tuesday, September 15, at the
Washington Counry Public Works North Shop, 11660 Myeron Road North, Stillwater, MN.
