Deadline/ Timeline: Staffing should be completed by December 1; tentative opening date for the rink will be in mid-December. Background: • Each year the warming house is staffed by seasonal Ice Rink (Park) Attendants, supervised by a Skating Supervisor. The City also hires a seasonal Ice Rink Maintenance Worker, who is responsible for flooding the rink and maintaining the ice during the season. • John Beattie will return as Skating Manager, and Mike White will return as Ice Rink Maintenance Worker. • Staff recommends that the city advertise and take applications for rink attendants. The starting pay is recommended to be reduced from last season, to the minimum wage($7.25 per hour)plus an additional $.25 per hour for each prior year of experience ($7.50 for a second-yeaz attendant and $7.75 for a third-year attendant.) Last season the pay rate started at $8.59 per hour. The change in pay rate was recommended by the Park and Recreation Committee. Attendants generally have little or no prior work experience. The city usually hires teenagers for these jobs, although adults are eligible. They typically spend much of their shift in the warming house office,monitoring activities while doing their homework. There has already been a high level of interest in these positions. • The job description for the Rink Attendant has been modified slightly,to add "snow shoveling" as a job duty. Attendants will be required to shovel snow from the sidewalks around the warming house. • The 2009 pay rate for the Skating Supervisor was set at$10.88 per hour. The 2009 pay rate for the Maintenance Worker is $12.86 per hour. No adjustments are recommended for 2010. Recommendation: I recommend that the Council take the following actions: • Approve the hire of John Beattie as Skating Supervisor for the 2009-2010 skating season, at the pay rate of$10.88 per hour. • Approve the hire of Mike White as Ice Rink Maintenance Worker for the 2009-2010 skating season, at the pay rate of$12.86 per Page 1 of 2 10/O1/09 _ T hour. • Approve the revised position description for Ice Rink Attendant. • Approve the Ice Rink Attendant starting pay rate for the 2009- 2010 skating season of$7.25 per hour,plus an additional $.25 per hour for each prior year of experience up to $7.75 per hour. • Authorize staff to advertise for Ice Rink Attendants for the 2009- 2010 skating season. ESSENTIAL FUNCTIONS: . 1. Open and close the warming house at the beginning and end of open hours, - including locking/unlocking doors, turning on and off lights and putting away equipment. 2. Enforce ice rink policies and rules as posted. 3. Perform basic maintenance tasks, such as snow shovelinq, picking up and taking out trash, cleaning and supplying bathrooms, vacuuming, etc. 4. Notify appropriate authority of any emergencies, injuries or incidents and report them to the Skating Supervisor. 5. Report any vandalism, damage, maintenance or safety problems to the Skating Supervisor. KNOWLEDGE, SKILLS AND ABILITIES: 1. Ability to report to work on time for assigned shifts. 2. Ability to effectively communicate rules to all user groups. EXAMPLES OF PERFORMANCE CRITERIA: 1. Daily checklist of duties is performed consistently and correctly. 2. Is diplomatic yet firm in enforcing rules. 3. Promptly and thoroughly reports incidents or problems to supervisor. MINIMUM QUALIFICATIONS: 1. Age 15 or older. 2. Desire to work with children. 3.
