Deadline/Timeline: Request permission to advertise immediately. Background: • Marty McKelvey has notified the city that she will not return as Recreation Coordinator for 2010. She will follow through with supervising the ice skating program advertised for January and February. • Summer recreation programs are planned early in the year and advertised no later than April 1. In order to allow a new coordinator sufficient time to plan summer programs,hiring a replacement should proceed immediately. • The Park and Recreation Committee was informed of the vacancy and reviewed the job description at the December 7 meeting. • The current pay rate for this position is $15.30 per hour. It is budgeted for approximately 200 hours for the 2010 calendar year. • There is little comparable pay data available for part-time positions of this type. Staff recommends advertising a pay range of$14.00 to $16.00 per hour. • If approved by the Council, advertisement would begin immediately, with a deadline of January 15, 2010. Interviews would be held by February 1 so that the hiring could be approved at a February City Council meeting. Recommendation: I recommend that the Council approve advertising the position. The Council should also review the job description and advertisement to determine if any changes should be made. I further recommend that the finalists for the position be interviewed by the HR Committee(Council members Peterson and Crum and Administrator Hurlburt) and one representative of the Park and Recreation Committee. PART-TIME PARK AND RECREATION COORDINATOR The City of Scandia is accepting applications for a part-time Park and Recreation Coordinator. Flexible work schedule, approximately 200 hours per year. The position is responsible for programming and organizing a wide variety of recreation activities and leisure time pursuits for children and adults. Minimum qualifications include: high school diploma or equivalent education(degree in Parks and Recreation, Physical Education or related field is preferred), one year related experience including supervising others,basic word-processing and/or desktop publishing skills,valid driver's license and good driving record. Pay range is $14.00 to $16.00 per hour,depending upon qualifications. City application required. ESSENTIAL FUNCTIONS: 1. Recommends, plans, develops, promotes, implements and evaluates community recreation programs and events. 2. Coordinates administration of programs and budgets. 3. Hires and supervises seasonal recreation employees. 4. Prepares and presents reports to the Park and Recreation Committee and City Council. 5. Develops and fosters good relationships with community groups and organizations, school districts and other local govemments, and other partners in providing leisure services to the community. 6. Maintains an inventory of recreation equipment and materials. 7. Performs other duties as assigned. KNOWLEDGE, SKILLS AND ABILITIES: 1. Knowledge of recreation programming and the ability to monitor and research recreation needs and trends. 2. Ability to recruit, train, supervise, motivate and evaluate seasonal staff. 3. Ability to work independently as well as cooperatively. 4. Ability to communicate effectively, orally and in writing. 5. Ability to develop and maintain effective working relationships with a wide variety of City personnel and the general public. 6. Ability to deal discreetly with confidential information.
