7. 2018 Striping Policy Update

The policy was reviewed as the plans for the 2018 Street improvement project were being prepared and a few inconstancies with the policy were found. The policy has been updated to include the minor collectors within the City and a map was created to further clarify the policy. We are requesting Council review the updated policy and consider adoption with the revisions made. The original 2016 Striping Application Policy has been attached for reference. SCANDIA City of Scandia Striping Application Policy Adopted by City Council April 19, 2016 The City of Scandia considers that the striping application on the minor -collector streets, within the borders of the city, benefits the commuters by giving the streets a distinctive centerline. This provides safer driving conditions for commuters, especially at night and bad weather conditions. It will also assist the snow plowing procedure by clearly establishing the centerline of the road. Criteria for choosing roads are the following: 1) type of road that is a minor collector road, 2) line visibility for road striping that has faded or deteriorated and inhibits motorists from seeing during night driving, 3) time -frame for projected road projects should be within 3 years. The paint used in the striping project is latex based and lasts approximately 2 -3 years, depending on weather and road conditions. If a road project, such as seal -coating (seal coated roads are striped within the contract), overlays or reconstruction are going to be performed within 2 years, stripping will be unnecessary to save cost. 4) funds allocated in Contractual Services Budget. Striping on Minor Collector Roads The City of Scandia will work with a Washington County contracted company for striping designated streets. This is an estimated amount set aside in the budget each year to restripe worn and faded center lines on the minor collector roads within the city limits. The striping would consist of double yellow centerlines to assist in safer driving for commuters and residents. Local and Residential Roads Local and small residential roads, such as roads with no outlet, will not be striped due to low traffic volume and cost of project. The solid white fog line on the sides of roads will not be painted. These lines are deemed unnecessary and will add cost to the project. This is in accordance with City Council's decision to focus on the City's minor collector roads. These are Scandia's minor collector roads that will be in striping contracts: 228th - Manning to Lofton - 3,215 ft. Lofton to Meadowbrook - 3,880 ft. 230th - 3.180 ft. 240th - 95 to Nolan - 7,800 ft. 220th - 6,985 ft. 205th - Mayberry to Olinda - 7,930 ft. Oakhill Rd. - 12,800 ft. Nolan Ave. / Morgan - 10,300 ft. Mayberry - 21,640 ft. Lakamaga Trail - 5,940 ft. Old Marine Trail - 6,315 ft. Oxboro - 7,475 ft. Quinnell - 7,060 ft. Maxwill Ave. - Mayberry to Lakamaga - 6,310 ft. Total footage of roads currently striped in Scandia : 110.830 ft.
