RE: CONTRACTRENEWAL -FY 2019
Enclosed please find the Purchase of Service Contract between the City of Scandia and Lakes Center for
Youth & Families (LC4YF) for January 1, 2019- December 31, 2019. The contract amount will remain
$5,500 for FY 2019. Attached to this letter you will find a statistical grid/market value statement of
services provided to your citizens in 2017. Attachment A of the contract includes an overview of
services/programs available to Scandia residents.
Once the city budget for 2019 has been adopted, please sign and return a copy of the contract to me. I
will send a payment invoice to the city after January 1, 2019 or on a date specified by you.
There are many reasons that this crime prevention and public safety program warrants support from the
City of Scandia. LC4YF is the only comprehensive youth intervention program in our area, providing
the most extensive array of evidence -based supports and services for at -risk youth. We provide the
diversion alternative available to Scandia residents. Having this option available to at -risk youth actually
saves taxpayers money and contributes directly to the safety and wellbeing of Scandia residents and the
overall health of the community.
The cost of providing our community justice services to area youth and their families for up to a year
is $750 per client. This includes access to educational classes, enrichment opportunities, parenting
support, and youth and family counseling. The average cost of a juvenile court case is $3,500 per
youth— and that does not count on-going supervision by probation staff and other resources.
In 2017, LC4YF provided early intervention, counseling and parenting services to 23 youth clients,
and 11 adults of Scandia. We provided $17,030 in services to Scandia residents. Our program is
efficient, effective, and it works! 89% of youth who complete our services do not re -offend. Parents
also get the support they need to help keep their child moving in the right direction.
Your continued contract with LC4YF has alife-changing impact on youth offenders, victims, and family
members. Thank you.

COMMUNITY JUSTICE SERVICES
LC4YF's Community Justice Program works to meet the needs of all those involved when a criminal
offense occurs: offender, victim, and the community. The offender is expected to take responsibility for
his/her actions, to understand the effect of the offense on the victim, to make amends for the offense, and be
accepted back into the community. This program works in conjunction with schools, law enforcement,
liaison officers, and counties. Young people referred to the Community Justice Program complete a contract
with the Lakes Center for Youth & Families. Parents are required to be involved. Offenders are asked to
participate in weekly peer groups, attend educational seminars, complete community service hours, and
appear before a panel of community volunteers. The goal of the panel is to help the offender realize the
impact his or her offense has had on the community. The victim is also involved throughout the process. A
core group of fifty trained volunteers provide a minimum of three hours of services each month to the
Community Justice Program. Educational classes and programs include: Choice & Consequence, Chemical
Awareness, and Tobacco Awareness. A chemical health screening is available and a Chemical Health
Assessment (Rule 25) is also available.
