Memorandum
To: Scandia Planning Reference: Events OrdinancOptions for
Commission Discussion
Copies To: Kristina Handt, City
Administrator
Brenda Eklund, Clerk
Project No.: 15254.000
From: Sherri Buss, RLA AICP Routing:
Date: April 25, 2013
At its Workshop meeting on April 2, the Planning Commission discussed several options that
the City could use to add an Events use to its ordinances, and some important issues that
should be addressed to regulate the Events use.
The Planning Commission requested that staff bring three draft options for ordinance
amendments to the Planning Commission for discussion at the May 7 meeting. The options
should help the Commission to consider whether it is in the City's interest to add this use, and
the appropriate locations and other Code requirements for regulating the use.
Three options are attached:
1) Kristina Handt revised the existing Ordinance No. 119 for Special Events to include
private events as well as the public events that are regulated by the existing ordinance.
2) Sherri modified the existing Section 4.21 of Chapter 2 of the Development Code
(Resorts/Conference Facilities) to include Special Events as a use that could be
permitted at Resort or Conference Facilities.
3) Sherri created a new Section 4.7 for Chapter 2 that would add Event Facilities as a new
use in the Development Code.
The modified Section 4.21 and new Section 4.7 include draft definitions (these would actually go
into the "definitions" section in Chapter 1), permit requirements, application requirements, and
performance standards for the Events use, for discussion at the May 7 Planning Commission
meeting.
