4.21 Resorts/Conference Facilities
(l) Permitted Uses.
(A) Overnight lodging to serve visitors of the resort or conference facility.
(B) Recreational facilities including but not limited to racquet sports facilities,
nature trails,bike paths,and ski areas.
(C) Meeting rooms.
(D) Restaurant and lounge.
(E) Special Events (Definition:An outdoor or indoor gathering assembled for a
common purpose for a period of one hour or longer, but may not exceed
twelve hours in duration. May include, but are not limited to, events such as
weddings or other ceremonies, dances,festivals,picnics or any other
gathering or event of similar nature.)
(2) Permit requirements. A resort/conjerence faciliry may be allowed by issuance of a
Conditional Use Permit in the following Districts, and must comply with the setbacks
and other Development Code requirements for the District:
(A) Agricultural Core (AG C)
(B) General Rural(GR)
(3) Application requirements. An application for a Resort/Conference facility shall be
accompanied by the following information:
(A) A plan of the property where the use is proposed drawn to scale and including
the parcel boundaries and legal description, owner's name and signature,
topography, location of existing structures on the site, setbacks, existing
screening from adjacent properties, existing driveway locations and roadway
access, existing parking, individual sewage treatment systems and well
locations.
(B) A plan of the properry drawn to scale including the proposed location of the
Resort/Conference facility and Events facilities,proposed buildings and
structures, outdoor event areas, setbacks, driveways and access,parking
areas, sewage treatment systems and well locations, and other proposed
.facilities.
(C) A Transportation Management Plan--this plan shall identify potential daily
traffic for the resort/conference faciliry and for special events, and shall
. �
address tra�c control, including tra�c movements to and from the public
street system, and shall analyze the potential impacts of the proposed facilities
on local roadways.
(D) Grading Plan—if the facility includes construction of new buildings,parking
lots or other structures, or event areas, the applicant shall submit a grading,
drainage and erosion control plan. The plan must meet the requirements of
the Watershed District and the City's Development Code.
(E) Landscape Plan—the application shall include an existing and proposed
landscape plan. The City may require landscape elements to buffer the
faciliry from neighboring uses and to provide screening.
(F) Special Events Plan--Complete information about Special Events that may be
held at the resort/conference center. Information estimating the number of
attendees per event, number of events per year, number of employees,
proposed hours of operation,parking facilities, sanitary,facilities, lighting,
sound amplification, temporary structures/tents, signage, screening, solid
waste management, security, and landscaping. The Special Events plan shall
also ident�emergency access routes and an emergency action plan for
severe weather events. As deemed necessary, the City may restrict the
operation of the facility.
(G) Proposed hours of operation.
(4) Performance Standards. Resorts/conference facilities shall comply with all of the
following standards
(A) The resort shall be located on a site of at least 50 acres.
(B) At least 50%of the site shall be dedicated to permanent open space excluding
streets and parking areas.
(C) No more than 50 units of overnight lodging shall be provided.
(D) The maximum density shall not exceed one guest room per acre.
(E) Meeting/conference facilities shall be limited to 100 persons. Special Events
shall be limited to a maximum 300 persons.
(F) All uses in the resort shall be harmonious with each other through the use of
special design, placement or screening. Architecturally,the structures shall
blend in with the natural environment.
(G) Adequate utilities, including sewage disposal must be available on the site for
resort/conference facility operation and for Special Events. The
Resort/Conference faciliry shall obtain a septic system permit from
Washington County as required. The facility shall provide supplemental
septic and water facilities for Special Events as needed.

(H) The Resort/Conference facility shall have direct access from a minor arterial,
collector roadway or city street.
(I) The facility shall provide on-site parking, suffcient to handle all guest, staff
and owner vehicles. No parking for the facility or Special Events shall be
permitted on public streets.
(J) All activities including Special Events must comply with the Ciry's noise
standard. Events shall not generate noise that unreasonably annoys, disturbs,
or endangers the comfort or peace of any persons, or precludes their
enjoyment of property or affects their property's value.
(K) Outdoor Special Events and event areas shall be located at least 50 feet from
the boundaries of adjoining properties. The Ciry may require screening of
outdoor event areas. If the faciliry has a license to serve alcoholic beverages,
a designated outdoor area shall be identified for consumption of alcoholic
beverages that must meet the SO foot setback requirement.
(L) Outdoor amplified sound shall conclude by 10 PM. Outdoor Special Events
may not begin before 7 AM and shall cease within one-half hour of sunset.
(M) No more than one Special Event shall be scheduled on any calendar date.
(N) Permanent signs for the resort/conference faciliry shall conform to the
Development Code requirements. One temporary special event identification
sign shall be allowed for each street entrance to the resort/conference facility.
The sign may not exceed ten (10)square feet in area and shall require a sign
permit. The sign shall be removed with 24 hours of the end of the Special
Event. The sign shall be located on the resort/conference faciliry property and
must be set back at least 10 feet from any property line.
(0) The resort/conference facility must comply with all rules and regulations of
Federal, state, County and local agencies.
(P) The Ciry may impose conditions related to landscaping, access, security,
sanitary sewer and other items, if deemed necessary.
(Q) The City may require periodic review of the Conditional Use Permit.
