5.a) Staff Report-4 per 40 Staff Report Date of Meeting: May 6, 2014 To: Planning Commission From: Kristina Handt, City Administrator Re: 4 per 40 Discussions Background: At the last meeting the Planning Commission requested Brenda look at the properties zoned General Rural and report back how many potential subdivisions still exist. Issue: Do any changes need to be made to the Development Code in regards to the 4 dwellings per 40 acres requirement? Proposal Details: Brenda went through the zoning map and counted 218 potential new lots in the General Rural District. A copy of the map she used is included in your packet. She noted the number of lots in the quarter-quarter section on the map. This compares to 199 listed in the Comprehensive Plan. Close enough to be within the margin of error. If the Comp Plan consultants did not count the Vet Camp and Camp Lakamaga areas then their number would have been higher and closer to Brenda’s. Options: Options were previously discussed at the April 1st meeting and range from developing a policy of telling folks about the 4 per 40 each time a subdivision is applied for or changing the code to only allow 4 buildable lots per 40 acres.
