6.a) Staff Report-Log House Landing Cmte Staff Report Date of Meeting: October 7, 2014 To: Planning Commission From: Kristina Handt, Administrator Re: Log House Landing Special Committee Background: At their September 23, 2014 special meeting, the Council agreed to create a special committee to research options for Log House Landing Improvements. The committee will consist of one Council member (Sally Swanson), two Car-Mar Watershed members (Kristin Tuenge and Steve Kronmiller), one St. Croix River Association member (Don Hansen), two members of the Planning Commission and three public members. The preliminary plans for Log House Landing Improvements were previously discussed this year with the Planning Commission at their May meeting on the 2015-2019 Capital Improvement Plan (CIP). This included 22 foot driving lanes, curb and gutter, parking bump outs, concrete boat ramp, retaining walls, and two bio-infiltration basins. The preliminary design meets the requirements of the State Park Road Account grant. The Council discussed street width, pavement options, parking areas and other design standards at their special meeting. The Council was interested in a narrower street (similar to Quinnell), bituminous surface, maintaining existing parking and are open to exploring other design alternatives to curb and gutter. It is anticipated that the special committee would look at those same issues. Issue: Which two Planning Commission members would like to be on the committee? Proposal Details: Any two members may volunteer to serve on the committee. No more than two members can serve in order to abide by the open meeting law. The full Planning Commission will have the opportunity to review and discuss the plan as part of the 2015-2019 CIP at their November meeting. As in the past, the Planning Commission holds the public hearing on the CIP as it is an appendix to the Comprehensive Plan and then makes a recommendation to the City Council.
