Re: Memorandum of Understand for change in work schedule
Background: There have been discussion with the Public Works crew regarding changing the work
schedule to that the 2 15-minute breaks would be taken in the middle of the day in lieu of a lunch
break. Currently the crew is provided 2 15-minute work break and a 30 minute unpaid lunch break.
The net result would be shortening the work day from 7:00 a.m. to 3:30 p.m. to &:00 a.m. to 3:00
p.m.

THE FOLLOWING AGREEMENT ADDRESSES STRAIGHT EIGHT HOUR SHIFT
Straight eight hour shifts may be implemented if agreed to by both parties. The parties will meet
to reach an agreement on operational changes and schedule requirements prior to implementing a
straight hour shift. If straight eight hour shifts are implemented, the following guidelines will
apply:
Prior to any crew being assigned to a straight eight hour work shift, they must receive
authorization from the Public Works Director. The straight eight hour shift can be
terminated by either party subject to a five day advance notice. If, after the trial period is
complete and after evaluation by City Administration and determination that the straight
eight hour shift in is the best interest of the City, the shift will stay in effect, subject to
Article IX- Work Schedules.
The two paid 15 minute breaks will be combined to one 30 minute break at the midpoint
of the shift. The current 30 minute unpaid lunch break will be moved to the end of the shift.
Crew members are expected to maximize the work day and to leave the work site at the
end of the work day with only enough time to complete required end of day procedures,
such as fueling, time sheets and clean-up.
Extreme weather conditions may require that employees take additional rest and water
breaks (high heat and humidity). Discuss this with your supervisor prior to taking
additional breaks.

authorization from their department head and division manager. Each approved straight
eight crew shift will have a starting and ending date determined by the division manager.
All crew members should be prepared when they leave the shop with lunches, water, bug
spray, sun screen and other safety equipment.
The two (2) paid 15-minute breaks need to be taken as the crew's work schedule dictates.
For example, the 9:30 a.m. and noon break times might conflict with concrete or
blacktopping, etc., and can be adjusted to delivery schedules while maintaining the 15-
minute time limit. Breaks should be taken at the work site. Stopping while in transit
between work locations is included in the 15-minute break time.
Crew members are expected to maximize the work day and to leave the work site at end
of work day with only enough time to complete required end-of- day procedures, such as
fueling, time cards, transport time and clean-up.
Extreme weather conditions may require that employees take additional rest and water
breaks (high heat and humidity). Discuss this with your supervisor/lead before taking
additional breaks.
Because of flexible schedules, not all employees are on the same work hours. Break
schedules, start times and quitting times will vary. If you are on break (or before or after
your work shift), make sure you are not interfering or disrupting another division's
employee(s) during their work hours.

Straight 8 Work Schedule
Purpose
To provide high quality service to the residents of St. Anthony and also to provide flexibility to employees
work schedules with the goal of increased production and delivery of City services.
Program
The straight 8 hour work schedule needs to be flexible with some constraints to be of benefit to the City of
St. Anthony and its employees. The Local 49 bargaining group will use the following guidelines:
1) The straight 8 hour shift will be the normal hours of work for employees during the span of this
memorandum. Employees shift shall be 7:00 a.m. to 3:00 p.m.
2) All crew members shall be prepared when they leave the shop with the proper tools, water, long
pants, bug spray, sunscreen, safety equipment etc...
3) The two paid 15 minute breaks will be taken as ½ hour break at 11:00 a.m. or as the crew’s work
schedule dictates.
4) Leave your work site at end of day with only enough time to complete required end -of-day
procedures (i.e., fueling, clean-up, time cards, and transport time).
5) Extreme weather conditions may require that employees take additional rest and water breaks
(high heat and humidity, below zero temperatures or severe wind chill). Discuss this with your
supervisor before taking additional breaks.
6) Because of the flexibility to accommodate the daily work schedule, all employees may not be on
the same break schedule. If you are on break (or before or after your work shift), make sure you
are not interfering or disrupting another employee during their work hours.
This agreement has been reached through discussions at the Labor Management Committee and must
continue to be beneficial to the City of St. Anthony, its residents and its employees. Any difficulties with
excessive breaks, disorganization, unfair labor requests, crew member conflicts or abuse of the program
as a result of the straight 8 hour shift program and this Memorandum of Understanding may be
terminated with 30 days written notice by either party.
