6. Discussison on cooperative agreement with MnDNR

Re: Cooperative Agreement with MnDNR for Engineering and Design of Gateway Trail segment
Background: The DNR has funds available that were designated for the Gateway Trail acquisition
and must be used by June 30, 2018. The DNR is seeking to enter into a cooperative agreement with
the City of Scandia that provide for the City of Scandia to contract for the engineering and design of
the trail segment from William O’Brien State Park to behind the former Fire Hall on Oakhill Road
and would include the tunnel under Oakhill Road. City Engineer Ryan Goodman has indicated that
Bolton & Menk has previously worked with MnDNR on similar projects and that they have sufficient
staff and capacity to complete the work by June 30. Ryan and I will be meeting with MnDNR staff
regarding the scope of work. The result of the work would be a complete plan set that would be
used to solicit bids for the work once the Metropolitan Agriculture P reserve designation has been
removed and MnDNR has received funding for the project.
Following this report is a sample agreement for a similar project. The discussion item for the
Council will be whether to proceed with entering into a cooperative agreement with MnDNR for the
work. If the Council chooses to proceed, the Cooperative Agreement and the Proposal from Bolton
& Menk for the completion of the work will be on the September 18 meeting agenda.
