Re: Building Inspection Services
Background:
In December the City of Forest Lake provided us with a 60 day notice that they would no longer
be able to provide building inspection services for Scandia. At the December 16, 2014 meeting,
the Council directed staff to issue a Request for Proposals.
We received two proposals by the deadline from the City of Hugo and CCC Inspections. At the
Council work session the Council delegated the review and recommendation to Council
members Schneider and Hegland.
Schneider, Hegland and Administrator Handt met on January 13th to review the proposals and
discuss them more in-depth.
Issue:
Should the Council approve a contract with the City of Hugo for Building Inspection Services?
Proposal Details:
A copy of the proposed contract is included in your packet. A few changes were made from the
original proposal. First, the contract allows for termination by either party with a 60 day notice.
This is the same as was in the Forest Lake contract and allows adequate time for the City to find
an alternative service provider if the agreement is canceled.
The other significant change is the addition of language to require inspection trips to Scandia to
be combined whenever possible. This would include any time inspections which don't require
the property owner to be present and some rough plumbing, rough heating and framing, or final
plumbing, final heating and building inspections. Combining trips will make it more cost
effective for both parties.
Fiscal Impact:
The City of Hugo will receive 100% of the plan review fees. The City of Scandia will receive
100% of the permit fees. In addition, Scandia will pay Hugo $58/hour for inspections and
mileage at the IRS rate.
