New Scandia Town Board was called to order by Chairman Dennis Seefeldt. The following
Board members were also in attendance: Vice Chairman Michael Hinz, Michael Harnetty,'Blair
Joselyn and Nancy Madden.
WASHINGTON COUNTY COMMUNITY DEVELOPMENT BLOCK GRANT
PROGRAM
A cooperation agreement was signed with Washington County in 2000 to ensure eligibility for
funding. Every three years, regulations require the County to notify municipalities of their
opportunity to "opt out" of the County's Entitlement. Discussion of the program concluded with
the decision to continue in the program with Washington County. Inclusion in the program; does
not require the Township to actively participate.
XCEL PERMIT
Blair Joselyn made a motion to approve the Xcel Energy Utility Permit for gas and electric
facilities in the Serenity addition. Michael Hinz seconded the mouton and motion adopted.
SPRING ROAD TOUR
The Spring Road Tour of New Scandia Township was held April 24, 2006 with all Board
members present. A sub -committee of Supervisors Seefeldt and Harnetty, along with Town
Attorney Dave Hebert, will meet to draft a letter to be sent to those residents whose property
showed zoning violations.
PARK AND RECREATION SUMMER PROGRAM
Supervisor Harnetty will facilitate a meeting between Deb Campobasso, Chair of the Park and
Rec Committee, and Marty McKelvy, Summer Recreation Coordinator. This meeting will include
discussion of budget and structure of the summer programs.
EMERALD ACRES
Nancy Madden made a motion to include language in the Emerald Acres' Development
Agreement that pertains to the proper disposal of the machinery, tires and concrete that are
present on the property. Dennis Seefeldt seconded the motion and motion adopted.
NEWSLETTER
It was agreed to send a Spring/Summer Newsletter to all residents of New Scandia Township.
This newsletter would be similar in content to the one sent in April of 2005. An encouragement to
clean up roads and ditches would be added.
BIDS FOR THE 2006 ROAD PROJECT
Michael Hinz made a motion to award, the 2006 Road Repair Project to Universal
Enterprises of Mid -MN, Inc. which submitted the low base bid of $246,980.99. Blair
Joselyn seconded the motion and motion adopted.
HAY LADE PARKING LOT IMPROVEMENTS
A sketch of required improvements to the Hay Lake parking lot has been submitted to Roger
Rydeen from `Tom Peterson, Town Engineer. A trail connection between Hay Lake Trail and
Olinda Trail will be added for biking and walking. Supervisor Hinz will contact Mr. Rydeen to
have posts installed 4 feet on center on the trail to block vehicle traffic from entering the bike trail
from Olinda Trail.

Michael Harhetty made a motion to correct the minutes of the September 6, 2005 Town
Board meeting. Under Purchase of Boom Mower, a correction will be made to read
"purchase made with Diamond Mowers" not Doyle, Inc. Michael ffinz seconded the motion
and motion adopted.
UPDATE ON COMMUNITY RESIDENCES
Michael Harnetty gave a summary of a meeting held with Washington County Human Services,
attended by Supervisors Harnetty and Seefeldt and the executive directors for Community Living
Options. The question and answer session resolved many concerns the Board and New Scandia
residents had. Washington County does not assign residents to a group home; the guardian of
each resident applies to the home. The intentions of CLO is to house no more than four
developmentally disabled adult females in the home on Oland Avenue. As CLO is a corporate
service, a maximum of four residents can be licensed for each home. Two to three staff are on
duty during the day. At least one staff member remains awake on duty overnight. CLQ maintains
three to four group domes in one community area for efficiency reasons. The directors of CLO
have offered to meet with the residents of Oland Avenue to discuss further issues.
