The New Scandia Town Board held their Town Board meeting on this date. hi attendance
were Chairman Dennis Scefeldt, Vice Chairman Michael Hinz, Michael Harnetty, Blair
Joselyn. Absent was Nancy Madden.
CHISAGO LAKES TOWNSHIP — PAVING 240TIl STREET IN THE 2007 ROAD
PROJECT
Jh,n Winberg and Jim Froberg, representing Chisago Lakes Township, were present to
discuss the costs and Joint Powers Agreement associated with the paving of 2401" Street
as part of the 2007 Road Project. New Scandia Township plans on doing the entire stretch
of 2401h Street, from Morgan to Oldfield, and from Manning Avenue, both to the east and
to the west. New Scandia's Town Engineer has estimated the paving cost at $57 per
linear foot, for a total of 2.06 miles. This road is defined as a collector road, with an
assessment of 75/25 (Town/resident). A two -foot shoulder width will be requested.
Culvert installation can begin this year in preparation of next year's project. An
informational meeting concerning an estimate of costs will be held for residents along the
road, at a date yet to be determined. A Public Improvement Hearing will follow after the
project, as well as all Assessment Hearing. Town Attorney Dave Hebert will prepare a
draft of the Joint Powers Agreement with Chisago Lakes Township.
Bruce Swenson, representing the Goose Lake Homeowners Association, was present to
request the installation of two buoys wan -ling of "NO WAKE IN BAY". These would be
installed at both ends of the southeast bay of Goose Lake to control the boat traffic. A
pen -nit will need to be obtained from the Washington County Sheriff's office. Mr.
Swenson also requested that a sign be installed at the boat landing with a reminder of
courtesy rules for boaters.
Blair Joselyn made a motion to authorize the Goose Lake Homeowners Association
to proceed with the proposal to install two warning buoys and a sign at the Goose
Lake boat landing listing courtesy rules for boaters. Michael Hinz seconded the
motion and motion adopted.
CONNEXUS ENERGY -- BURIED CABLE REPLACEMENT ALONG
MAYBERRY TRAIL
Michael Hinz made a motion to approve the Buried Cable Agreement with
Connexus Energy to replace buried cable along Mayberry Trail, west of
Meadowbrook Trail southeast to 195"' Street. Michael Harnetty seconded the
motion and motion adopted.
CERTIFICATE OF COMPLIANCE FROM WASHINGTON COUNTY TO
OPERATE A CANOE RENTAL ON THE OLD TRAIL'S END SITE
A review of a draft permit issued from Washington County for Eric's Bike and Canoe
Rental to operate a seasonal business allowing the rental of canoes at 16297 Scandla Trail
(the old Trail's End site) was discussed. Additional conditions were added to this pen -nit.

Michael Binz made a motion to approve the Certificate of Compliance permit for
Eric's Bike and Canoe Rental as issued from Washington County with added
conditions:
1) General clean-up of the property must be done (remove the Trail's End
signs, remove exterior storage of old equipment).
2) Must apply for renewal on an annual basis (replace the self -renewing
condition).
Michael Harnetty seconded the motion and motion adopted.
UPDATE ON TOWN ADMINISTRATOR POSITION
Michael Harnetty and Blain- Joselyn were assigned to,a committee to negotiate an
employment agreement in consideration of hiring the Town Administrator. Sharon
Klumpp, Springsted, Inc., will assist with this meeting.
Michael Hinz made a motion to adjourn.
