08_01_2006_TBMinutesAugust 1, 2006 New Scandia Town Board meeting was called ed to order by Vice -Chairman Michael Hinz. Present were Supervisors Michael Harnetty, Blair Joselyn and Nancy Madden. Absent was Chairman Dennis Seefeldt. REVIEW OF BUDGET FOR THE YEAR 2007 Nancy Madden made a motion to approve the Proposed Levy for 2007 in the amount of $1,533,930.00 (a 3.4% increase from 2006) to be presented at the Reconvened Annual Meeting on August 15, 2006. Blair Joselyn seconded the motion and motion adopted. 2006 CULVERT REPLACEMENT PROJECT Road Engineer Tom Peterson submitted a plan to replace 26 existing CMP culverts with RCP culverts under gravel roads that are proposed to be paved in future road projects, at a cost of $140,000.00. Mr. Peterson recommended to include in the plan three old culverts on Quinnell Avenue, a paved road, that are in bad condition. Two culverts are shallow 15" corrugated metal and the third is a 48" concrete pipe that is pulled apart on one end. This would add approximately $30,000.00 to the project. Discussion was held to place an alternate bid to repair the 48" concrete pipe if possible. Nancy Madden made a motion to authorize an ad for bids the 2006 Culvert Replacement Plan at a cost of $170,000.00, with an alternate bid to be included to repair the 48" concrete pipe rather than replace the culvert. Michael Harnetty seconded the motion and motion adopted. TEMPORARY ON -SALE LIQUOR LICENSE Blair Joselyn made a motion to approve the Temporary On -Sale Liquor License for September 8 and 9, 2006 for the Scandia Softball Association. Michael Harnetty seconded the motion and motion adopted. 2006 ROAD PROJECT Michael Harnetty made a motion to approve the first payment to Hardrives, Inc. in the amount of $155,268.06 for 2006 Street Repairs. Nancy Madden seconded the motion and motion adopted. RICHARD LUND Richard Lund, 11780 Scandia Trail, approached the Board with a question regarding use of an existing driveway that is not being used to the north of his property of 28 acres along Lofton Avenue. Mr. Lund has plans to build a home oil this lot and would like advise on the legal approach to using this existing driveway as his access. Mr. Lund does have the permission of the landowner. Mr. Lund has over 800 feet of road frontage on his lot, and there is a distance of 400 feet to the next closest driveway to the north. The Board informed Mr. Lund that there would be no objection to the driveway being created across the adjacent property and that Mr. Lund should obtain a permanent easement for this use.
