6-7-05 tbThe New Scandia, Town Board held a meeting on this date. In attendance were Chairman Dennis
Seefeldt, Mike Hinz, Blair Joselyn, Nancy Madden and Mike Harnetty.
JOSEPH CHILDEIS
Mr. Childers presented a list of our options he asked the Town Board to consider involving the
construction of a second home on his property. With his current acreage, none of the options were
feasible. It was decided that Nancy Madden and Mike Harnetty would meet with Mr. Childers on site
to discuss any options.
HIGHWAY 97'G L PIT
Mr. Gerald Duffy, an attorney for the prospective buyer of the gravel pit on Highway 97 and
Manning Trail, asked why the sale of this property is up for discussion before the Town Board and
how can the town ask for any reclamation work since the pit has been closed for 20 years. Dennis
Seefeldt informed Mr. Duffy that the future use of the property was a concern of the Township. Mr.
Duffy said their immediate plans were to buy the property, secure it with fencing, clean it up and
keep its use agricultural. It was suggested that the prospective buyer meeting with two supervisors to
discuss zoning and allowed use. Mike Hinz and Mike Harnetty were appointed to that committee.
223rd STREET REPAIR
Town engineer, Tom Peterson, submitted two quotes to repair 223d Street. Scandia Trucking was
$8,247.50 and Keith's Landscaping and Excavating was $17,833.50. Mr. Peterson recommended the
Town Board award the project to Scandia Trucking as the low quote and Roger Rydeen has done this
type of construction in the Township many times before and has done excellent work. Mike Hinz
made a motion to award the repair of 223rd Street to Scandia Trucking for the amount of
$8,247.50. Mike Harnetty seconded the motion and the motion passed.
BRAKING ORDINANCE / NOISE ORDINANCE
Mr. Dave Hebert submitted an article by Duke Addicks, Special Council, League of Minnesota
Cities, concerning regulating the use of engine retarding brakes, and a sample vehicle noise
ordinance. Mr. Addicks reported that the manufacturers of these types of brakes argue the noise
problem comes from improperly muffled exhaust systems. To place signs stating "Vehicle Noise
Laws Enforced", a city would have to obtain a permit from UNDOT and pass a resolution agreeing
to enforce the vehicle noise laws before a permit will be issued. After some discussion, the Town
Board instructed Dave Hebert to draft a vehicle noise ordinance.
ROAD MMNTENANCE
Mike Hinz reported that the Road Comn-fittee reviewed a memo from Tom Peterson dated February
21, 2005, regarding repair estimates of a variety of roads in the Township via a reclaim method.
Oland was considered so bad that it needs to be completely rebuilt and a new overlay. The rest the
Road Committee suggested the bad spots be dug out, patched and a new overlay. Mike Hinz was
instructed to get a new quote for this type of repair.
Incorporation Committee is holding a public meeting July 12, at 7:00 p.m.
