November 7, 1989
New Scandia Planning Commission held their regular monthly
meeting. Members Jackson, Hawkinson, Nordin and Ostlund were
present from the Town Board. Member Bev Pratt was absent.
Naturallv Good Market "Ginnv Wolner"
Planning Commission recommends to the Town Board to deny the
Conditional Use Permit to applicant Naturally Good Market,
"Ginny wolner", 15801 Pilar Ave. Scandia, Mn. 55073 and onwer
of property Richard Eisenreich, 21420 St. Croix Trail, Scandia,
Mn. 55073. NW -14 of SW -14, Section 18, Twsp. 32. To operate
Naturally Good Resort. Denied because of the following:
1. This is based as a retail business and this is not
permitted in agricultural.
2. This would set a precedent for other businesses
in agricultural.
Ken Ostlund requested the clerk read the letter submitted by
Bev Pratt expressing her concerns about this business in a
agricultural zone and that she would have to vote against
this permit. Nordin made a motion to table the Public Hearing
to the Town Board meeting November 21 1989 for written findings.
Hawkinson seconded and adopted.
Stanley Straus
Planning Commission recommends to the Town Board to grant the
variances to Stanley Straus, 1899 Sheridan Ave. St. Paul, MN.
55116. Lot 3, Block 2, Beckstroms Addition.

The variances are on contingent that a suitable sewage system
such as a holding tank be installed. Hawkinson made a motion
to accept with the addition this is a seasonal dwelling.
Reason: The dwelling is no longer then before and this is
upgrading the dwelling. Ostlund seconded and adopted.
Jill Christensen
Planning Commission recommends to the Town Board to grant the
Conditional Use Permit for Jill Christensen, 23310 Melanie Trail,
Scandia, Mn. 55073. Lot 5, Block 1, Dahlin Estates. To operate
We Pamper People a message therapist. This permit must be
renewed annually and at this time the business will be reviewed.
Ostlund made a motion to accept, Hawkinson seconded and adopted.

Richard Tetzlaff
Planning Commission recommends to the Town Board to grant the
Conditional Use Permit for Richard Tetzlaff, 23550 Melanie Trail,
Scandia, MN. 55073. Lot 7, Block 1, Hawkinson Business Park
Plat for storage garages as preliminary drawing. Nordin made
a motion to accept. Hawkinson seconded and adopted.
Gentry Grange Plat
Planning Commission recommends to the Town Board to approve
the preliminary plat of Gentry Grange for Samuel Holmes, 2823
Olinda Trail, Scandia, MN. 55073. Part of NZ of NE -4 of Section
2, Township 32, Range 20. Contingent on soil testing and
dedicating 33 ft. on 240th St. for right -away. Hawkinson
made a motion to accept. Ostlund seconded and adopted.
Bracht Pit
A group of citizens were present with their concerns over the
Bracht Pit. Mr. Tom Obst stated the following items:
1. Mr. Bracht should post a bond for the mining operation.
2. Concerns over the boundary dispute and land exchange
from Bracht to Engstrom.
3. The depth of the pit at this time.
4. Rydeens land has been approched upon and has not
been settled.
5. The board should review the overall plan sumbitted.
Mr. Harold Almendinger informed the boards he was dissatisfied
with the granting of the permit from the Township. The Planning
Board from Washington County stated Mr. Bracht did not have
enough acreage for the size of the operation and the pit affects
to many surrounding property owners.
Citizens questioned the grandfather law and Mr. Hebert informed
them it is an accepted principal of law.
Mary Jo Obst presentated information pertaining to bonding
and informed the board Kirk Equipment should also be named on
the bond as Mr. Bracht is buying the pit on contract for deed.
Pam Jacobs stated the surrounding wells may be effected due to
the depth of the pit and would like assurance if anything-
happens
nythinghappens to the wells that Mr. Bracht or the Township would
have to provide for neighboring wells.
Mr. Hawkinson stated the board had discussed to have the
Township Engineer inspect each pit and report in letter
form the recommendation for the pits and a estimate to reclaim
the pit.

Mr. David Hebert stated the Township should get an update
from Dennis O'Donnell about the Bracht Pit and if the County
will require bonding at their level. The Township may do
some preleminary work on the amount and cost of a bond.
Architectural Review for Commercial Districts
Nordin made a motion to accept the Architectural Review for
Commercial Districts within the Township. Ostlund seconded
and adopted.
