12-19-89 tbM December 19, 1989 The regular monthly meeting for New Scandia Township was called to order by Chairman, Russell Jackson. Present were Hawkinson, Ostlund, Pratt and Jackson. Absent was: Nordin. Hawkinson made a motion to accept the minutes from 11/21/89, 12/5/89 and 12/12/89. Ostlund seconded and adopted. Bids were opened for the Fire/Rescue Truck the following bids were received: Tom Conway $38,925.00, Simons Fire Equipment $38,674.00, Becker Fire Equipment $50,775.00, Marco Inc. $52,038.00, Sutphan Corporation $72,324.78, Central Staes Fire App. Inc. $45,040.00 and Custom Fire Aparatus $38,495.00. Ostlund made a motion to award the Fire/Rescue Truck to Custom Fire of Osceola, Wisconsin for the amount of $38,495.00 with the following additions. Spotlight for $60.00 and a Water Level Gauge for $225.00. Custom Fire was the lowest responsible bidder. Hawkinson seconded and adopted. Mutual Aid Agreement for Fire Department Hawkinson made a motion to sign and adopt the Mutual Aid Agreement for the Fire Department throughout Washington County. Pratt seconded and adopted. Doe Ordinance Hawkinson made a motion to table the Dog Ordinance until next month. Mr. Hebert will make the necessary changes and send copies to each board member before the January board meeting. Ostlund seconded and adopted. Midwest Animal Control Contract Pratt made a motion to sign the Animal Control contact with Midwest Animal Control effective January 1, 1990 to December 31, 1990 and send a letter stating the hours for the next three months should be 2 to 3 hours per week. Hawkinson seconded and adopted. Ordinance No. 29 to Control Soil Erosion David Hebert discussed Ordinance No. 29 Prohibiting Excessive Soil Loss and Adopting Procedures to Control Soil Erosion. Ostlund made a motion to table Ordinance No. 29 until January town board meeting and Mr. Hebert will make corrections discussed. Pratt seconded and adopted. Pull Tabs for Trail End Ostlund made a motion to renew the sale of pull tabs for Trails End sponsored by the Chisago Lakes V.F.W. Pratt seconded and adopted. Town Board Continued 87 December 19, 1989 Easement on LaMar Ave Ostlund made a motion to instruct the attorney David Hebert to contact Mr. and Mrs. Roe regarding the proposed easement agreement on La Mar Ave. Pratt seconded and adopted. Turn Around on 182nd St. Ostlund made a motion to engage Landmark Surverying to acquire legal description for a permanent road easement for a turn around at the end of 182nd St. (Greta Krause property). Hawkinson seconded and adopted. Construction of Turn Around on 223rd St. Ostlund made a motion that Mr. Hebert attorney contact Landmark Surverying to acquire land descriptions for the turn around needed for 223rd St. construction. Hawkinson seconded and adopted. Gravel Pits Mr. Tom Obst stated the board must be aware of the moratorium on the issuance of a Conditional Use Permits for mining operations for a period of six months. Mr. Obst was concerned about the bonding for pits and what the intentions would be for each pit. Mr. Obst was informed that would depend on the status of each pit. The Township Engineer will present a report on this matter before the Public Hearings on gravel pits. Communication Svstem Roger Johnson from Johnson Communication presentated a proposal for radios for the trucks, grader and a base for office and Mr. Jackson residence. Mr. Johnson informed the board the township must apply for a FCC License. Pratt made a motion to sign the proposal with Johnson Communication for the amount of $3,854.00. Ostlund seconded and adopted. 228th St. Speed Zone Hawkinson made a motion to adopt the resoultion for a speed zone on 228th St. and mail this to the Minnesota Department of Transporation. Pratt seconded and adopted. Tiller Corporation Gift Pratt made a motion to accept the check for $500.00 from the Tiller Coporation and to be deposited in the Park Fund and the clerk shall send a letter expressing the township's thanks. Ostlund seconded and adopted. Hawkinson Business Park Hawkinson made a motion to sign the Plat of Hawkinson Business Park. Pratt seconded and adopted. Amendment to the Land and Water Conservation Fund Project (Bone Lake) Ostlund made a motion to sign the amendment to the Land and Water Conservation Fund Project Agreement between Washington County and the Deaprtment of Trade and Economic Development. Pratt seconded and adopted. Land Purchase from Gronquist The board discussed the possible purchase of land from Nels Gronquist which adjoins Scandia Housing. It was agreed to have this land appraised by Jerry Olson with the Search Company. Hawkinson made a motion to pay bills for December. Pratt seconded and adopted. Pratt made a motion to adjourn. Dolores Peterson New Scandia Township Clerk The following corrections were made on January 16, 1990 Hawkinson made a motion to award bid for Fire and Rescue Truck to Custom Fire of Osceola, Wisconsin. Pratt seconded and adopted. Military Tanker Pratt made a motion to accept the bid of $250.00 from John Biza for the military tanker. Ostlund seconded and adopted. 7
