4-18-89 tbApril 18, 1989 The regular monthly meeting of New Scandia Township was called to order by Chairman Russell Jackson. Members present: Jackson, Hawkinson, Nordin and Pratt. Absent, Ostlund. Pratt made a motion to accept minutes as corrected. Hawkinson seconded and adopted. Nordin made a motion to accept Frank Langers recommendation's for the Board of Review for 1989, except for the change of Arnold Forsell from residental to agriculture. Hawkinson seconded and adopted. The Clerk read the notice for the Gravel Bids for year of 1989. Two bids were received, Peterson Excavating and Dressel Contracting. Hawkinson made a motion to award bid to Peterson Excavating for gravel season of 1989. Nordin seconded and adopted. Hawkinson made a motion to contract with Midwest Animal Control for a three month trial basis. To work six hours a week for the 1st four weeks and report back at the May Town Board meeting and begin work as of May 1, 1989. Pratt seconded and adopted. Steve Onell representating Forest Lake Youth Service Bureau gave a presentation on the bureau. Nordin made a motion to sign the Service Agreement for Forest Lake Youth Service Bureau. Pratt seconded and adopted. Janet Boesel was requesting funds for the Girls Softball. Hawkinson made a motion to donate $300.00 to Scandia Girls Softball. Pratt seconded and adopted. The Clerk opened the bid for purchase of the trailers from New Scandia Township which have been used for recycling. The bid from Swenson Recycling was $2,0000.00 and Scandia Recycling $4,400.00. Hawkinson made a motion to accept bid from Scandia Recycling. Pratt seconded and adopted. April 18, 1989 Dumpsite Clyde Saari expressed concerns about the dumpsite on Highway 95. He stated that no dumping be enforced immediately. To test the dumpsite for contamination and allocated funds for a reclamation plan. Mr. Saari wanted to go on record that an Implementation Plan be presentate;d for the dumpsite. Mr. Saari was informed the Town Board will meet the Department of Health at the site on april 27, 1989 at 9:30 a.m. Charles Wallraff Proposed Subdivision Hawkinson made a motin to permit the proposed subdivision for Charles Wallraff and waiver the usual subdivision provision. Parcel 3 to be combined in one description. Parcel 1 shall be approximately 50 acres. Parcel 2 approximate 7 acres. Parcel 3 approximate 21 acres. Nordin seconded and adopted. Piano for Communitv Center Marilyn Rasmussen presentated a proposal for purchase of a piano for the Center. Beverly Pratt read a letter from Mrs. Hoffman regarding another piano for the Center. Pratt made a motion Mrs. Rasmussen investigate both pianos and report back at the Planning Commission meeting. Hawkinson seconded and adopted. Dust Control Lofton to Countv 15 Residents from Lofton to County 15 requested gravel and dust control due to traffic from the landing. Pratt made a motion to regravel and dust control Lofton to County 15 and ask that all residents sign for dust control. Nordin seconded and adopted. Resoulti-on for Big Marine Park Colleen Nora spoke on behalf of the opposing residents for the Regional Park (Big Marine Park). Mrs. Nora requested a resoultion from the Town Board opposing the park. Mr. John Borchart expressed his concerns about the opposition and asked the board to research the matter and receive more facts. Board member Pratt expressed her concern that the board does not have enough information to oppose the park. Nordin made a motion to pass a resoultion to oppose the Regional Park on Big Marine. Hawkinson seconded the motion. Nordin yes, Hawkinson yes, Jackson yes and Pratt opposed. Motion adopted. 177th St.and 180th St. to Countv 15 George Smith May Town Board reviewed the problems on 177th St. and 180th St. to County 15. Mr. Smith state May Town Board would cooperate with New Scandia on the road problems. m Residents of Oldfield Road Bruce Swenson representating residents on Oldfield were concerned about the high cost for the Road Improvement Project on Oldfield. The residents expressed their concern about alignment of Oldfield Parking Lot and 209th St. Blacktoppin Pratt made a motion to instruct the Township Engineer Chuck Wetzler towrite up specifications for the Community Center Parking Lot and 209th St. between County 3 and Oakhill Road for blacktopping. Nordin seconded and adopted. Bituminous Surfacing Pratt made a motion to hold a Public Hearing on a date the board would chose to consider the following improvements for 1989. Improvement NO.89-1 238th St. from Lofton Ave. to Melaine Trail. Melaine Trail from 238th St. to Meadowbrook Ave. Meadowbrook Ave. from Melaine Trail to 228th St. from Meadowbrook to Lofton Ave. Improvement No.89-2 Meadowbrook Ave. from 228th St. to Oakhill Road. Oakhill Road from Meadowbrook Ave. to Scandia Trail T.H.97 Improvement No. 89-3 Olinda Lane from Olinda Trail to Olinda Trail. Improvement No. 89-4 218th St. from Lofton Ave. to 218th Court. rom 218th St. to north end. 218th Court Engineer shall review the parcels propsed for assessments with the Town Board prior to preparation of proposed assessments at public hearing. The following listed petitions will not be considered for 1989. 180th St. from Manning Trail to west township line. 182nd St. south of Big Marine Lake. Both streets shall be considered in conjunction with May Township and must be a joint project. 230th from Manning Trail to west township line. Kirk Ave. from 230th St. to south end. A petition dated 2-14-89 was submitted with sixteen signatures opposed to this improvement. Lofton Court from Lofton Ave. to east end. Additional right-of-way must be dedicated and the road regraded prior to considering bituminous surfacing. Oldfield Ave. from Oakhill Road to north end. A considerable amount of regrading and drainage work is necessary prior to considering bituminous surfacing. 236th St. from Oldfield Ave. to Novak Ave. Novak Ave. from 236th St. 237th St. 237th St. from Novak Ave. to Oldfield Ave. Oren Road from Olinda Trail to 230th St and Oldfield Ave. Oldfield Ave. from Oren Road to 240th St. Low traffic counts and opposition from farmers and large land owners. Mayberry Trail from 195th St. to Maxwill Ave. Low traffic count, opposition from abutting owners. Regraveling is scheduled for 1989. Lofton Ave. from Scandia Trail (T.H. 97) to Mayberry Trail. Mayberry Trail from Lofton Ave. to Maxwill Ave. Maxwill Ave. from Mayberry Trail to Lakamaga Trail Lakamaga Trail from Maxwill to Newgate Ave.& 195th St. 195th St. from Newgate Ave. to Olinda Trail Lakamaga Trail from Maxwill Ave. to west end. The Town Board will order preparation of plans and specifications for regrading and drainage improvements on the south half of Maxwill Ave. for 1989. Bituminous surfacing of this project could then be considered at a future time. Hawkinson seconded. Hawkinson stated the Town Board have received petitions and that a hearing should be held for all roads petitioned. Nordin no, Hawkinson no, Jackson no, Pratt yes. Motion defeated. The Board will meet April 24, 1989 at 7:00 p.m. to dicuss the Feasibility Report on Bituminous Surfacing and set a date for a public hearing. Amended Resoultion for Street Improvements Pratt made a motion to adopt the Amended Resoultion for Proceediings for Street Improvements. Nordin seconded and adopted. Recycling Grant Distribution Hawkinson made a motion to sign the Memorandum Agreement for Drop Off Center Recycling Grant Distribution. Pratt seconded and adopted. Proposed Zoning Ordiance Pratt made a motion to hold a Public Hearing at June Planning Commission for the Proposed Zoning Ordiance Amendment Section 604. Nordin seconded and adopted. Well Testing For Fire Hall and Center Hawkinson made a motion to engage Minnesota Valley Testing Laboratories, Inc. to test wells for Community Center and Fire Hall. Pratt seconded and adopted. 7 On Site Sewage for Chauncey Peterson Hawkinson made a motion to allow Chauncey Peterson to purchase land from New Scandia Township for on-site sewage treatment system in the Sandgren Addition for the amount of $655.12. Pratt seconded and adopted. Alan Bakke Pratt made a motion to stamp deeds for Alan Bakke Lot 1, Lot 2, Block 1, Kirkhill Estates and Lot 2 Blk. 1 Kirkhill Estates. Nordin seconded and adopted. Development Agreement for Reichstadts Pratt made a motion to accept the Development Agreement for Gerald and Barbara Reichstadt. Attaching outlots as such to lots as listed. Hawkinson seconded and adopted. Pratt made a motion to pay bills for April. Hawkinson seconded and adopted. Reconsider Gravel Bid Hawkinson made a motion to reconsider the Gravel Bid. Pratt seconded and adopted. Pratt made a motion to award the bid to Dressel after further consideration as Mr. Dressel was the low bidder. Hawkinson seconded and adopted.
