May 16, 1989
The regular monthly meeting of New Scandia Township was called
to order b y Chairman, Russ -ell Jackson. Members present: Jackson,
Hawkinson, Nordin, Pratt and Ostlund.
The Clerk read the notice for the gravel bid for 1989. The
following submitted bids, Peterson Excavating, Shalandex and
Shaleen and Dresel Contracting. Ostlund made a motion to award
bid to Peterson Excavating for $2.65 per cubic yard. Reason:
Barton Sand and Gravel is centrally located in the Township.
No additional loading charge for Township trucks. Pratt seconded
and adopted.
Goose Lake Landing
Nordin made a motion to haul coarse trap rock at the Goose Lake
Landing. Hawkinson seconded and adopted.
Midwest Animal Control
Richard Stanberg from Midwest Animal Control reported on the progress
of dog control within the Township. He stated the Township needs
a leash law or an addition to the ordiance stating: (Dogs that
habitualy run at large are considered a public nusiance). Ostlund
made a motion that the Township Attorney reveiw the ordiance
and upgrade the ordiance and that New Scandia Township is not
ready for a Leash Law. Pratt seconded and adopted.
David Hebert has reveiwed the pay equity which the State of
Minnesota is requiring from Govermental Units. This will only
apply to the Grader Operator, Maintenance Man and Chief of Police.
Kenneth Freiburg Septic System
Hawkinson made a motion to permit Kenneth Frieburg to cross the
Township road for a septic system. This must be a specfic
easement with legals. Nordin seconded and adopted.
Road Improvement Project
Chuck Wetzler Township Engineer presentated the cost sheet for
the Road Improvement Project and plans for 223rd St. The board
will meet May 30, 1989 at 7:00 p.m. to view the roads and June
8, 1989 to view roads and review the Road Improvement Project.
A Public Hearing will be held on June 13, 1989 at 7:00 p.m.
Pratt made a motin to adopt the Resoultion for Bituminous
Surfacing. Ostlund seconded and adopted. The resoultion is on
file under resoultion and also the blacktop program.
Keith Hacker
Keith Hacker questioned if the Township has a restraction on the
height of a fence. The ordiance reads a fence shall not exceed
6 feet and on agricultural property 8 feet. The Clerk shall
contact the County about a possible variance and the Game Warden
as this fence is to restrain the deer from his property.
Northern States Gas Line
Hawkinson made a motion to sign the permission paper for
Northern States Power to install a gas main. Ostlund seconded and
adopted.
akhill Court
Pratt made a motion to accept Oakhill Court as a Township Road.
Nordin seconded and adopted.
Dumpsite
The letter from Washington County Department of Health was
presentated addressing the dumpsite on highway 95. Mr Hawkinson
will contact the Washington County Soil Conservation about some
of the issues raised in the letter. Ostlund made a motion to
engage Landmark Surveying to locateproperty lines of the road-
way portion and the width of the road. Pratt seconded and adopted.
Ostlund made a motion to pay the bills for May. Pratt seconded
and adopted.
Pratt made a motion to adjourn, Ostlund seconded and adopted.

Hawkinson Business Park
Ostlund made a motion to instruct the attorney to draft a
Resoultion stating that when the A.A.D.T. (average annual
daily traffic) on Ozark Avenue at T.H. 97 exceeds 750, the
township will initiate a project to widen the roadway traffic
lanes to a total of forty four (44) feet wide.
The total cost of the project may be assessed to the abutting
lots in the commerical park. Pratt seconded the motion and
motion adopted.
