Planning Commission Mtg.
The regular monthly meeting of the Planning Commission was held
June 6, 1989. All members of the Town Board were present.
The Clerk read the notices of the following hearings: Dr. James
Zavoral, Gravel Mining Permit, Dan Berger variance to construct
a pole building, Wayne Schmitt/Dan Charpenteir for a Conditional
Use Permit, Daniel Woolford variance to construct a garage, Mike
Carroll variance to intall a pool, Ginny Wolner/ Richard Eisenreich
to rezone from Agricultural to Commercial/Retail Business, Kathleen
Monson, for a Minor Subdivision, Barry Farver/Elen Farver for a
Preliminary Plat and Mike Mulhern for a Minor Subdivision.
Planning Commission recommends to the Town Board to grant the
Minor Subdivision to J. Kevin McVay and Thomas O'Connor, 7900
Xeres Ave.South, Minneapolis, Mn. 55431. Part of SW4 of NE4
Section 11, Township 32, Range 30 West. Subject to soil tests
on both parcels and dedicating 30 ft. on Oren to the Township and
50 ft. on Olinda Trail (County 3) perpundicluar to the center
line for road purposes. Hawkinson made a motion to accept. Pratt
seconded and adopted.
June 6, 1989 Planning Commission
Dr. James Zavoral Gravel Mining Permit
Planning Commission tabeled the Gravel Mining Permit for James
Zavoral, 323 W. Elmwood, Minneapolis, Mn. 55419. Part of SW -4 of SW -4
Section 18, Part of NW4 of NW4 and NE -4 of NW4 Section 19, Part
of NE -14 of SW -12, Part of SW -14 of SW -4 and Gov. Lot 5, in Section 18,
and Part of NW -4 of SW -4 Section 18, Township 32. Mr. Zavoral
shall provide a written plan showing the area where he intends to
remove stockpiles and a current reclamation plan and attend the
July Planning Commission meeting. Hawkinson made a motion to
authorize Dr. Zavoral to haul stockpiles for30 days and submit
his plans at the July Planning Commission meeting and to contact
and work with the Washington County Soil and Water Consveration.
Nordin seconded and adopted.
Dan Berger Variance
Planning Commission recommends to the Town Board to grant the
variance to Dan Berger, 22510 Meadowbrook, Scandia, Mn. NW-, of
SW4 of Section 9, Township 32, Range 20 West. To construct
a pole building with a sideyard setback 25 ft. to 10 ft. This
is the appopriate location for the building and if moved there
would have to be a lot of tree removal. Nordin made a motion to
accept. If the location would be changed it would interfere with
a second drainfield. Ostlund seconded and adopted.
Wayne Schmitt/ Dan Charpenteir Scandia Interiors
Planning Commission recommends to the Town Board to grant the
Conditional Use Permit to Wayne Schmitt 20769 Keewahtin, Forest
Lake, Mn. 55025 and applicant Dan Charpenteir, 21127 Olinda Trail,
Scandia, Mn. Lots 3 and 4 Scandia Addition. To operate Scandia
Interiors. Pratt made a motion to accept. Ostlund seconded and
adopted.
Daniel Woolford to Construct a Garage
Planning Commission recommends to the Town Board to grant the
variance to Daniel Woolford, 23360 Manning Trail, Scandia, Mn.
Lot 15, B1k 1 Oak Ridge Acres. To construct a garage closer
to the road then the house. The only feasible location for the
garage. Hawkinson made a motion to view this property on June 19,
1989. Nordin seconded and adopted.
Mike Carrol Variance to Install Pool
Planning Commission recommends to the Town Board to grant the
variance to Mike Carrol, 10820 213th St. North, Scandia, Mn.
Lot 2 B1k 2, Cedarwood on German Lake. To install a pool. This
j, pool would be 250 ft. from open water. 150ft. from a marshy area.
There is a hill in front of the pool to obscure the view from
the lake. Ostlund made a motion to accept. Hawkinson seconded
and adopted.

Richard Eisenreich/Ginnv Wolner Rezone
Planning Commission recommends to the Town Board to deny the request
of Richard Eisenreich, 21420 St. Croix Trail, Scandia, Mn. and
applicant Ginny Wolner, 15801 Pilar Road North, Scandia, Mn.
NW -'4 of SW -4 of Section 18, Township 32, Range 19. To rezone from
Agricultural to Commerical/Retal Business. For the following
reasons: The quality of life is not the issue neither is the
restaurant. This is not a pplicati,on for restaurant, this is
for Commerical rezoning. Commerical is not compatible with
surrounding area. This is spot rezoning andwould create a
traffic problem, and is not in conformance with the Comprehensive
Plan. Nordin made a motin to accept the Planning Commission
recommendations. For the following reason: When the Township
issues a Conditional Use Permit they have control and if the
Health Center would change the Township would have no control
of what may succeed this operation. Hawkinson seconded and adopted.
Kathleen Monson Subdivision
Planning Commission recommends to the Town Board to grant the
Minor Subdivision to Kathleen Monson, 16040 North 220th St.
Scandia, Mn. The south 560 ft. of the E2 of SW -41 of SW -4 and SE -14
of SE4 Section 12, Township 32 as sumbitted with plan dated
June 5, 1989, with the following siptulations: (1) Soil testing
being completed and approved on all lots. (2) 33 feet from the
section line of 220th St. being dedicated to the Township for
road purposes. Hawkinson made a motion to accept. Nordin
seconded and adopted.
Hawkinson Business Plat Final Plat Approval
Planning Commission recommends to the Town Board to accept the
Hawkinson Business Final Plat dated June 6, 1989 and the Township
shall receive comments from Washington County Soil and Conservation.
The board would hold a special meeting June 19th at 6:00 to view
the Woolford property and to meet at the Center to discuss the
Development Agreement for Hawkinson Business Plat.
Mike Mulhern Minor Subdivision
Planning Commission recommends to the Town Board to grant the
Minor Subdivision to Mike Mulhern 18773 Layton Ave. North, Marine,
Mn. Part of the South 20 rods of N2 of NW4, part of N2 of SW -14
of NW4 and Part of N4 of SE -14 of NW -14 all in Section 10, Township
32 North, Range 20 West. Based on submitted drawing dated June
2, 1989. References to Parcel A and B. With the understanding
that the abutting 332 acres have been sold and clear title. Soil
tests be approved and submitted. 33 feet from the section line of
Nolan Avenue as a right a way be deeded to the Township and a
deed presentated to the Township. Pratt made a motion to accept
and Hawksinson seconded and adopted.
Barry Farver/Ellen Farver Preliminary Plat cont. June 6, 1989
Planning Commission recommends to the Town Board to accept the
Preliminary Plat for Barry Farver applicant and owner Ellen
Farver, 15169 Scandia Trail, Scandia, Mn. Lot 23 County Auditors
Plat No. 6. Pratt made a motion to accept Planning Commission
recommendation subject to the conditions stated in Dennis
O'Donnell's letter dated May 25, 1989. Outlot A be dedicated as
road purposes. Nordin seconded and adopted.
