7-11-89 tb,pcJuly 11, 1989 The regular monthly meeting of the Planning Commission was held July 11, 1989. All members of the Town Board were present. The Clerk read the notices of the following hearings: Rob Jensen, lot size variance. Keith Hacker variance to construct a fence. Gregory Duren for a Minor Subdivision. David VoRt Planning Commission recommends to the Town Board to grant the Minor Subdivision to David Vogt. Part of N2 of SW -4 and part of the SE4 of NW4 in Section 19, Township 32, North, Range 20 West. On condition the triangle be conveyed to a contiguous landowner and proof of soil tests. Town Board took no action on this matter and Mr. Vogz would be on the agenda for the Town Board meeting. Bracht Gravel Pit Planning Commission recommends to the Town Board to grant the Gravel Mining Permit for Bracht Pit based on the revised plan submitted in June by Sundee Engineer. Nordin made a motion to accept Planning Commission recommendation for the Gravel Permit for Bracht Bros and that this also includes a wash plant. Ostlund seconded and adopted. Rob Jensen Planning Commission recommends to the Town Board approval of the variance for Rob Jensen, 8741 Yalta, Circle PInes, Mn. 55014. Lot 6 Big Lake View 2nd Addition. For lot size 14 acres to 28,500 sq. ft. Based on this being a lot of record and separate ownership and on condition the lot pass the soil tests. Pratt made a motion to accept. Hawkinson seconded and adopted. Keith Hacker Planning Commission recommends to the grant the variance for a fence 6 ft. to 11 ft. for Keith Hacker, 15295 240th St. Scandia, MN. SW -2 of NW4 Section 1, Township 32, Range 20. On the basis this is agriculture and a unique stuation`and:the constuction of the fence and type must be approved by the DNR. Pratt made a motion to accept the variance of the 11 ft. fence for Mr. Hacker. Hawkinson seconded and adopted. Gre2ory Duren The Gregory Duren hearing was tabled as Mr. Duren did not have enough information. Bonneyview Plat Planning Commission recommends to the Town Board to approve the final plat of Bonneyview for Gerald and Barbara Reichstadt. Section 4 and 5, Township 32, Range 20 on conditions with the items outlined at the Washington county Plat Commission dated July 5, 1989. The survey date on the plat is July 11, 1989. Ostlund made a motion to accept, Pratt seconded and adopted. Zavoral Pit Planning Commission recommends to the Town Board to retable the Zavoral Pit until Mr. Zavoral provides the Township with a Reclamation Plan and detailed plans for erosion control. Pratt made a motion to grant temporary permit for hauling stockpiles until the August Town Board meeting. Hawkinson seconded and adopted. Revised Gravel Mining Ordinance Hearing Mr. David Hebert Attorney read the revised Section 701.07 of the revised ordinance. Joyce Sandok, 10370 216th St. Scandia, MN questioned the intentions of all gravel pits posting a bond and that the Mining Ordinance's are not being enforced. The Town Board will make decisions on these matters. Pam Jacobs, 185th St. questioned the hours of operation and the noise on Saturday and Sundays. Mrs. Jacobs was informed other operations are allowed during the weekend. Pratt made a motion to adopt the Mining Ordinance as amended in Section 701.07 and direct Mr. Hebert to prepare a summary and authorize that this be published in the legal paper. Ostlund seconded and adopted. July 11, 1989 Planning Commission page 3 Proposed Zoning Ordinance Amendment Section 604 The proposed zoning for commercial districts within the Township was reviewed. It was agreed to add and delete some uses in the ordinance and this subject will be addressed at the July 18, 1989 Town Board meeting. Ostlund made a motion to adopt the resolution approving plans and specifications for 238th from Lofton Ave. to Melaine Trail, Melaine Trail from 238th to Meadowbrook Ave. Meadowbrook Ave. from Melaine Trail to 228th, 228th from Meadowbrook to Lofton Ave. and to order advertisement for bid.
