9-19-89 tbSeptember 19, 1989 New Scandia Township reconvened the March 14, 1989 Annual Meeting, September 19, 1989. Bruce Swenson was elected as moderator. The following levy was presentated: General Fund $110,500.00, Road Bridge $250,000.00, Fire Fund $60,000.00, Community Center Fund $10,000.00, Police Fund $15,000.00, Building Fund $31,500.00, Blacktop Fund Bonds $25,000.00, Watershed $1600.00, Road Grader Indebtne,ss $16,400.00. Total levy $520,000.00. Jill Stimson asked the question if there was enough levied for road and bridge? Tom Obst made a motion to increase road and bridge $25,000.00 motion seconded. Obst made the following amendment to specify the $25,000.00 for road upgrading. The total levy for 1990, $545,000.00. Motion seconded and adopted. Marlin McCurdy made a motion to adjourn the annual meeting seconded and adopted. Regular Town Board Meeting September 19, 1989 The regular Town Board Meeting was called to order by Chairman Russell Jackson. Present were: Jackson, Pratt, Nordin, Hawkinson and Ostlund. Nordin made a motion to approve minutes for September 11, 1989 with corrections. Pratt seconded and adopted. Hawkinson made a motion to accept the treasurers report with balance on hand $217,514.28. Ostlund seconded and adopted. Sandy Mattson Sandy Mattson, 15679 220th St. Scandia, Mn. was present. Mrs. Mattson stated that Chief of Police Mary Lou Simonson came into the yard and shoot her dog. Her concern was that the dog did not die and it laid and suffered. They took the dog to the vet and the dog survived. There had been compliants on the dog and a neighbor girl had been frightened by the dog. Mrs. Mattson wanted to keep her dog as she was given a warning from Midwest M Animal Control. Mrs. Mattson felt Mrs. Simonson should be apprehended for being cruel to animals. The Town Board could not give Mrs. Mattson an answer as they would have to discuss this matter with Mrs. Simonson. Bid Opening for Town Truck The opening of bids for a town truck was reviewed by the clerk. Only one bid was presentated as Ichten Chev was unable to supply a truck. Ostlund made a motion to accept bid from Boyer Ford a 1990 Ford Truck Chasis for the amount of #33,943.00 including the trade in. Hawkinson seconded and adopted. Bid Opening for Police Car The clerk opened a bid for the 1983 Police Car. One bid was submitted for $451.00 from Rolland Cady. Nordin made a motion to accept the bid. Pratt seconded and adopted. Barton Sand and Gravel A letter from Barton Sand and Gravel was read into the minutes regarding disposal of non -hazardous pond sludges. This was to comply with the condition of their mining permit. Fire Department Fire Chief Steve Spence stated the Fire Department had the test for the KSO rating. The results will take 4 to 6 months. The rates will only affect residents within a 5 mile radius from the fire station. Mr. Spence presentated the specs for a grass/ rescue truck for the department. The board accepted the bids and will review them and make a decision at the next board meeting. Pledged Securities Mr. Hebert informed the treasurer to check into the pledged securities at Security State Bank. Road Vacate of 192nd St. A petetion for road vacate was presentated for the vacation of that part of 192nd St. North. Hawkinson made a motion to adopt the resoultion for street vacation of 192nd St. Ostlund seconded and adopted. A hearing will be on October 17, 1989 for the street vacation. Bracht Pit Mr. and Mrs. Tom Obst were in attendance and requested information about the viewing of Brachts Pit on September 13, 1989. The Bracht Pit was mining to close to the Engstrom property. Mr. Bracht stated he would contact Mr. Engstrom about this matter. Mrs. Obst requested that copies of new mining ordinance be mailed to all pit operators. It was noted and the following should be on record. The pits are hauling after 7:00 p.m. and that all compliants shall be noted at the hearing in February. 7 69 Continue of September 19, 1989 Water Fountain and Gas Conversion Nordin made a motion to accept bid from LaMere Plumbing for gas conversion and drinking fountain for the Community Center. Pratt seconded and adopted. Gas Conversion for Maintenance Garage Nordin made a motion to have LaMere Plumbing and Heating submit a bid for gas conversion -for the maintenance garage. Ostlund seconded and adopted. Pratt made a motion to pay the bills for September. Ostlund seconded and adopted. Ostlund made a motion to adjourn. Nordin seconded and adopted.
