04-09-12 Board of Appeal April 9, 2012 A special meeting of the Scandia City Council was held on the above date, in the Board Room of the Scandia Community Senior Center. Mayor Randall Simonson called the meeting to order at 5:00 p.m. The following were present: Council members Connie Amos, Jim Schneider and Mayor Randall Simonson. Sally Swanson arrived at 5:20. Council member Ness was absent. Staff present: City Assessor Frank Langer; Appraisers Dan Raboin, Chase Peloquin and Tim Berggren, and Administrator Anne Hurlburt. The purpose of the meeting was to conduct the annual Board of Appeal and Equalization for 2012, for taxes payable 2013. The Council heard information presented by nine property owners who appeared in person, and reviewed e-mails from two individuals sent to Assessor Langer prior to the meeting. Langer presented his list of maintenance changes to the Council. Simonson, seconded by Swanson, moved to approve the maintenance changes as recommended by the City Assessor and as listed on the attachment to these minutes. The motion carried 4 – 0. The Council reviewed an e-mail from Robert Boyce, 21081 Meadowbrook Circle, Scandia, concerning parcel 16.032.20.34.0009 at the same address. Simonson, seconded by Amos, moved to reduce the value to $305,000. The motion carried 4-0. The Council reviewed an e-mail from Christopher Miller, 408 Natchez Ave. S., Golden Valley, MN 55416 concerning parcel 26.032.20.14.0002, located at 19643 Oxboro Circle N., Scandia. Swanson, seconded by Schneider, moved to reduce the value to $192,000. The motion carried 4-0. John McKinnon, 22513 Nolan Ave. N., Scandia, MN appeared concerning parcel 10.032.20.23.0002 at the same address. Schneider, seconded by Amos, moved to change the classification of 10 acres of the property from residential to agricultural. The motion carried 4- 0. Gary Markgraf, 23820 Lofton Ave. N., appeared concerning parcel 05.032.20.21.0014 at the same address. Simonson, seconded by Swanson, moved to make no change to the value of the parcel. The motion carried 4-0. Wayne Schmitt, representing Scandia Auto Serv. Co., 20769 Keewatin Ave., Forest Lake, MN 55025 appeared regarding two parcels: 14.032.20.34.0027 (parking lot adjacent to 21080 Olinda Trail) and 14.032.20.34.0024 (21084 Olinda Trail/ Edward Jones Office Building.) Simonson, seconded by Swanson, moved to make no change to the value of parcel 14.032.20.34.0027. The motion carried 4-0. Scott Kaiser, 18989 Olinda Trail, Marine on St. Croix, MN 55047 appeared regarding parcel 14.032.20.34.0028, located at 21070 Olinda Trail. Mr. Nora, representing P and C Nora Properties LLC, 12150 Lakamaga Trail N, Marine on St. Croix, MN 55047 also appeared regarding parcel 14.032.20.43.0015, located at 21060 Ozark Ct. N. Simonson, seconded by Swanson, moved to make no changes to the values of parcels 14.032.20.34.0024, 14.032.20.34.0028, 14.032.20.43.0012 and 14.032.20.43.0015, and to recommend that the owners appear before the County Board of Appeal and Equalization. The motion carried 4-0. John Lindell, 11240 218th St. N. appeared concerning parcel 18.032.20.11.0009 located at that same address. Simonson, seconded by Amos, moved to make no change to the value of the parcel. The motion carried 4-0. Adam Brunfelt, appeared on behalf of Scandia Land Co. LLC, 22060 Peabody Trail N., Scandia, regarding parcel 28.032.20.31.0012, located at 19356 Meadow Ridge Terrace. Schneider, seconded by Swanson, moved to make reduce the value of the parcel to $79,000. The motion carried 4-0. Kathy Krause, 12120 228th St. N, appeared regarding parcel 08.032.20.11.0002, a vacant parcel located adjacent to that of her home at the above address. Simonson, seconded by Swanson, moved to make no change to the value of the parcel. The motion carried 4-0. Roderik Negus, 23120 Melanie Trail, appeared regarding parcel 04.032.20.33.0010 located at that same address. Swanson, seconded by Schneider, moved to make no change to the value of the parcel. The motion carried 4-0. The Council determined that a continuation meeting would not be required. The meeting scheduled for 6:30 p.m. on Tuesday, April 17, 2012 will be cancelled.
