The regular monthly meeting was called to order by Chairman
Russell Jackson. Members present were: Beverly Pratt, Kevin
Nickelson, Kenneth Ostlund, Charles Nordin and Russell Jackson.
Nordin made a motion to accept clerks minutes for 9/29/90, 10/2/90
and 10/16/90. Nickelson seconded and adopted.
Ostlund made a motion to accept treasurers report. Pratt
seconded and adopted.
Township Engineer
Mark Kasma Engineer was introduced and will be representating
T.K.D.A. at the township meetings.
Mr. Kasma reported on Maxwill Avenue he stated Maxwill is in
a low level area and the soil is peat. The board was informed
Mr. Bud Haskell and Mr. Harry Nora have not signed the road
easement pertaining to Maxwill Avenue.
The engineers presentated a town road inventory and a township
road maintenance outline. This outline includes cost estimates
for grading, regraveling, dust control, sealcoating and
bituminous overlay costs for long range planning.
Letter of Credit for Hawkinson Business Park
Pratt made a motion the township return the letter of credit
to Mike and Nancy Peterson for the Hawkinson Business Park.
Ostlund seconded and adopted. Mrs. Pratt amended the motion
the letter of credit be returned after c-ompletion of the
utility company restoration. Ostlund seconded and adopted.
Township Attorney
Mr. Hebert reviewed a piece of property in Section 16 with
no road frontage and the owner would like to sell this
property. Mr. Hebert was informed to notify the owner
and inform them they must acquire some additonal land for a
road way.
Turnaround on 182nd Street
Ostlund made a motion the township attorney negotiate with
the owner Robert Brown on the appraisal and if negotiations
fail proceed with condemnation. Nordin seconded the motion
and motion adopted.
Water Management Plan
1 Tim Fredbo from Washington Soil and Water Conservation
District reviewed the Water Management Plan. Charles King
from Rice Creek Water Shed and Curt Sparks from Forest
Lake Water Management were also present.

Water Management Plan cont.
Pratt made a motion to contact the 4 local Water Management
Organizations to review the Water Management Plan and comment
to New Scandia Township within 60 days. Ostlund seconded
and adopted.
William St. Sauver-Richard Bjorkman (Land Purchase) Easement
Nickelson made a motion to amend the subdivision approval
previously given to eleminate the proposed road easement
as this property is owned by common ownership. Nordin
seconded and adopted.
Park Land Sale In Goose Lake Woods Plat
A group of citizens from Olinda Lane were in attendance to
dicuss the sale of Outlot E in Goose Lake Plat. The group
presentated a petition stating they were opposed to the
sale of the land for $20,000.00 and that they were disappointed
that the board did not see it necessary to inform the residents
of the pending sale of the land.
Maria Hinz spoke as a representative from the group. Mrs. Hinz
questioned why the property owners were not notified about
this matter. She stated it appears in the minutes this was
designated as a park when this was developed. The group feels
the sale price is to low and the board should have had 3
appraisals.
Douglas Streitz stated his father was told he had to donate
this lot as park property.
Liz Herberg informed the board that this matter was not handled
fair and the town board is elected to represent the citizens.
She stated this was done unethical.
Teri O'Gorman stated he just purchased the home this year
next to the park site and was informed this piece of property
was designated as park. He stated he received information
about Nickelson Plastics and that piece of property is not
next to his property. The price that was paid was to low
and the only one to benefit from the sale would be Mr. Hawkinson.
Earl Coleman stated the minutes from this development should
have been searched more thoroughly.
The group asked if the purchase agreement was signed and
they were informed it was signed. Maria Hinz stated it was
not dated and she presentated another purchase agreement
for $22,000.00.
Park Land Sale In Goose Lake Woods cont.
Mr. David Hebert informed Ms. Hinz and the group that the board
did not have to inform the citizens about the land sale and
a public hearing was not necessary and the board did not do
anything that was not legal. Mr. Hebert stated the purchase
agreement is a legal binding contract.
The group asked Mr. Jackson to ask::David Hebert if the
purchase agreement is a legal document. Mr. Jackson asked
the question and Mr. Hebert answered yes.
No action was taken on this matter by the board.
Fees For Community Center Including Cleaning In The Fees
Nickelson made a motion to include the cleaning fee in the
rental fee for the center and adopt the new rates and Milbrandt
Enterprises shall increase the service for the center. Pratt
seconded and adopted.
Signs For Mayberry, Lofton, Peabody and 220th Street
Nickelson made a motion to install a yield sign on corner of
Mayberry and Lofton and to install a children sign coming off
97 on Lofton. To install a stop sign and stop ahead on Peabody
and 220th Street. Pratt seconded the motion and motion adopted.
Due to the length of the meeting the board agreed to review
job descriptions November 26, 1990 at 7:30 p.m.
Ostlund made a motion to pay bills for November and adjourn
the meeting. Nordin seconded the motion and adopted.
