On the avbove date New Scandia Town Board held a special
meeting at 6:30 p.m. to dicuss the land exchange between
New Scandia Township and Howard Hawkinson for his proposed plat
on Goose Lake. Members present from the board were: Russell
Jackson, Beverly Pratt, Kenneth Ostlund, Charles Nordin and
Kevin Nickelson. Residents present from Olinda Lane were:
Mike Arndt, Greg Adams, Lee Goodyear, Ray Burris and Earl
Coleman.
Mr. Ostlund spoke regarding the land sale of Outlot E
on Goose Lake. He stated Howard and Audrey Hawkinson owned
the land next to the parcel which was owned by the township
and the board would have not acted any differently regarding
the sale of the property even if someone else had owned
the parcel next to the township's parcel. Mr. Ostlund
stated the reason the town acquired the land was for future
development and the board and members of the planning commission
knew the Hawkinson land would be developed in years to come.
Mr. Ostlund expressed his concern if residents on Olinda Lane
would want a piece of public park land in a residential area.
Mr. Nickelson stated if the property was for future development
this was not in the minutes when Goose Lake Woods was platted.
Mr. Goodyear requested that the deed for Outlot E should
specify that this piece of property is park land. There
was discussion of problems with noise and parties if
this would be designated. as park. Mr. Adams informed the
board there have been no problems in the 12 or 13 years
since this was deeded to the township.
The Parks Committee could view this property and decide what
it should be used for. Mr. Nickelson stated this could be
open space and used for wildlife.
Mr. David Hebert Township Attorney informed the board if it
is stated on the deed as park property this would be hard
to change if this would ever become necessary. It was agreed
this parcel should be a buildable lot if this would need
to be disposed of in years to come. The restriction of open
spaces for Outlot E could be in the development agreement
and this matter could be reviewed in 1,5 years. The lines
drawn for this parcel equal 3.8 acres and 1. 4 acres of this
parcel in the water.
Nordin made a motion to accept Mr. Howard Hawkinsonsagreement
to offer to amend the purchase agreement for Outlot E of
Goose Lake Woods Plat. This shall provide for the proposed
land exchange and the lot the township shall own will be
buildable. The land shall be conveyed to Mr. Hawkinson
and then be reconveyed to the township when the plat is
recorded. With restrictions on the development agreement
and the deed. Nickelson seconded and adopted.
Pratt made a motin to adjourn the meeting. Ostlund seconded
and adopted.
New Scandia Township Clerk Dolores Peterson
December 4, 1990
On the above date New Scandia Planning Commission held their
regular monthly meeting. The following Town Board members
were present: Russell Jackson, Charles Nordin, Beverly Pratt,
Kenneth Ostlund and Kevin Nickelson.
Dennis Larson Variance
Planning Commission recommends to the Town Board to deny the
variance for Dennis Larson, 20750 Kirby Avenue North, Scandia,
MN 55073. Lot 5 Sylvan Lake Addition. The commission feels
for the applicant and agree the building looks nice. The
hardship must relate to the property and not be a personal
hardship as this is. This will be setting a precedence and
therefore deny the variance for a storage shed less then
10 x 12 in area which already has been constructed. Ostlund
made a motion to accept. Nordin seconded the motion and
adopted. Motion amended: The applicant has until June 30th,
1991 to revamp the structure. Nickelson made a motion to
accept. Pratt seconded and adopted.
Charles and Phylliss Woodman Minor Subdivision
Planning Commission recommends to the Town Board to grant the
Minor Subdivision for Charles and Phylliss Woodman, 23550
Pickett Avenue North, Scandia, MN 55073. That part of the
E2 of NW -14 of Section 1, Township 32 North, Range 20 West
lying south of the north 1540 feet of said NW -4. To divide
10.0 acre parcel out of a 32.4 acre parcel by a minor
subdivision. The 10.0 acre parcel has 172 feet of frontage
on Pomroy Avenue. A variance from the required 300 feet
road frontage to 172 feet.l.On condition soil testing be
approved. 2. Ponding areas be left in natural state.
3. House be located in vacinity as shown on Landmark
survey dated December 4, 1990. Pratt made a motion to accept
the motion. Nickelson seconded and adopted.
Vision Engery Conditional Use Permit
Planning Commission recommends to the Town Board to deny
the Conditional Use Permit for Vision Engery 51 Judd Street,
P.O. Box 204, Marine, MN 55047. Lots 9 thru 16 Block 1,
Revision of Vasa. This is an expansion of the storage
capacity. Ostlund made a motion to accept. Pratt seconded
and adopted.
James Schneider Renewal Of Conditional Use Permit
Planning Commission recommends to the Town Board to renew
the Conditional Use Permit for James Schneider, 13877 195th
Street, Marine, MN 55047. For Mini Mall in the Hawkinson
Business Park. Nordin made a motion to accept. Pratt seconded
and adopted.

Jean Womack Conditional Use Permit Renewal
Planning Commission recommends to renew the Conditional Use
Permit for Jean Womack 456 South Drive, Forest Lake, MN 55025
to operate a Transmission Repair Shop at 23200 Paris, Scandia,
Mn. 55073. Nickelson made a motion to accept with addition
this is a non conforming use and in time we expect this to
phase out. Pratt seconded and adopted.
Jill Christensen Conditional Use Permit Renewal
Mrs. Christensen was not in attendance. The renewal was
tabled and the clerk was informed to send Mrs. Christensen
a letter about this matter.
John Fraley Conditional Use Permit for Eko Backen Renewal
Planning Commission recommends to the Town Board to renew
the Conditional Use Permit for Elco Backen 22570 Manning
Trail, Scandia, Mn. 55073. Ostlund made a motion to accept.
Nickelson seconded and adopted.
Kenneth Frieburg Fence Problem on 182nd Street
Ostlund made a motion to instruct the township attorney to
send a letter to Mr. Kenneth Frieburg and inform Mr. Frieburg
the board has viewed the fence on the roadway and the fence
must be 33 feet from the center of the roadPratt seconded
and adopted.
Pratt made a motion to adjourn. Nickelson seconded and
