The regular monthly meeting for New Scandia Township was called
to order by Chairman, Russell Jackson. Present were: Ostlund,
Nordin, Hawkinson, Pratt and Jackson.
Pratt made motion to approve minutes of 1/16/90, 1/30/90 and
2/6/90 as corrected. Nordin seconded and adopted.
Pratt made a motion to appoint Howard Hawkinson as Deputy
Treasurer due to absence of Mrs. Hadlich. Ostlund seconded
and adopted.
Naturallv Good Market
Planning Commission recommends to the Town Board to deny the
request for rezone of agricultural to commercial of applicant
Naturally Good Market (Ginny Wolner) 21080 Olinda Trail North,
Scandia, MN. Owner Richard Eisenreich 21420 St. Croix Trail,
Scandia, MN and Francis Mohs 23845 Granada St. Forest Lake,
Mn 55025. NW -14 of SW -4 Section 18, Township 32, Range 19 and
that part of NW -4 of SW -2, Section 18, Township 32, Range 19.
The issue is to permit a specific concept or business. Therefore
do not feel this rezone is in the public interest, but is only
the interest of the property owner, who has reasonable use
of the property under current zoning.
Pratt made a motion to accept, Nordin seconded and adopted.
Gary Laidig and Douglas Swenson
Gary Laidig and Douglas Swenson Senator and Representative for
District 55 where in attendance for a question and answer
discussion. Con -Spec Construction representating P. & N. Products
expressed their concerns regarding tax increment or federal
programs for fianancing construction in the Hawkinson Business
Park. Pratt made a motin to instruct David Hebert attorney
to explore what programs could possibly be available for
this type of construction. Hawkinson seconded and adopted.
Lawn Fertilizer and Pesticide Ordinance
Pratt made a motion to adopt Ordinance No. 32 relating to lawn
fertilizer and pesticide application control. Hawkinson seconded
and adopted.
Pratt made a motion to adopt the resolution for publication of
the summary for the above ordinance No. 32. Ostlund seconded
and adopted.

Public Access Off Of 182nd St.
Ostlund made a motion to instruct Landmark Surveying to locate
the lake access and turnaround off of 182nd St. and when
completed to be marked and posted. Hawkinson seconded and
adopted.
Rockin R Ridae Cul -Du -Sac
David Hebert informed the town board there has been no response
from the two land owners for the cul -du -sac on 223rd St. Ostlund
made a motion to authorize condemnation for the two parcels
for a cul -du -sac on 223rd St. Hawkinson seconded and adopted.
Sewer Lav Out Sandgren Addition
Pratt made a motion to authorize David Hebert to contact landowners
involved for the sewer layout forSandgren Addition. Ostlund seconded
and adopted.
Swenson Recycling
Bruce Swenson representing Swenson Recycling discussed the curb
side pickup throughout the Township. Mr. Swenson will present
a contract at the next town board meeting.
Scandia Marine Watershed
Mr. Dean Lindgren informed the board the Metro Council declined
the Management Plan and that the Marine -On -St -Croix Management
will not act on this matter at this time.
Pratt made a motion to pay the bills for February. Ostlund
seconded and adopted.
Hawkinson made a motion to adjourn. Pratt seconded and adopted.
