3-20-90 tbMarch 20, 1990 The oath of office for Howard Hawkinson, Supervisor and Dolores Peterson, Clerk was given by Edith Hadlich. The regular monthly meeting for New Scandia Township was called to order by Clerk Dolores Peterson. A Chairman and Vice Chariman was elected for the year of 1990 by paper ballot. Mr. Russell Jackson was elected Chairman and Mr. Howard Hawkinson was elected Vice Chairman. Nordin made a motion to accept minutes for 2/20/90, 3/6/90 and 3/7/90 as corrected. Ostlund seconded and adopted. Ostlund made a motion to accept treasurers report. Pratt seconded and adopted. Pratt made a motion to accept the clerks and treasurers books as presentated at the Board of Audit Meeting, March 7, 1990. Hawkinson seconded and adopted. Fire Chief Steve Spence Fire Chief was unable to attend, but requested the clerk inform the board the problems with the curfew siren. Ostlund made a motion to take no action of repair for 9:30 p.m. siren. The board will if there is enough compliants to justify the cost of the repair. Pratt seconded and adopted. Chief of Police Dave Hardges was present stating he was interested in the position of an assistant police officer.. No decision has been made for a second police officer at this time. Rockin R Ridge Cul -Du -Sac Mr. Al Brown 22259 Olinda Trail, Scandia, Mn was in attendance to discuss the proposed cul -du -sac and the easement from the Brown's to the township. Mr. Brown requested $1750.00 for the easement. Ostlund made a motion to authorize the attorney to have the land appraised. Pratt seconded and adopted. Recycling Nordin made a motion to sign the Drop -Off Center Agreement for Recycling with Washington County. Hawkinson seconded and adopted. I Hawkinson made a motion to sign the Curbside Agreement for Recycling !I with Washington County. Ostlund seconded and adopted. x Recycling Pratt made a motion to sign the Recycling Agreement for Curbside and Drop -Off Center with Swenson Recycling. Nordin seconded and adopted. Hawkinson made a motion to authorize Bruce Swenson to purchase 500 baskets for curbside recycling. Pratt seconded and adopted. Bonding for Gravel Pits Mary Jo Obst expressed her concern that Mr. Bracht has not posted a bond for the Bracht Pit. Mr. Bracht informed the board the bonding company has a problem with the wording in the Mining Ordinance No. 28. Pratt made a motion the bond required for gravel pit owners be for resoration of the pit. Hawkinson seconded and adopted. Hawkinson made a motion the Mining Permit for Bracht and Dresel continue to be in effect for 30 days or until they present the bond April 17, 1990. Ostlund seconded and adopted. Mr. Bracht presentated information stating the disturbed area of 30 acres for the pit should be 24 acres. This acreage was checked by Sundee Engineering. Mr. Ostlund will discuss this with Mr. Wetzler Township Engineer. Mr. Dresel expressed his concern that all pits should be required to bond as some were exempted of bonding. The gravel hearings have been held for 1990 and this should be discussed at the hearings and issue was addressed at the gravel hearings. Forest Lake Youth Service Bureau Shannon Jabes gave a report on behalf of the Forest Lake Youth Service Bureau. In 1989 the bureau gave service to 300 youths and families in the Scandia area. Hawkinson made a motion to continue support to the Forest Lake Youth Service Bureau for the amount of $3,800.00. Pratt seconded and adopted. ('�hl o Tv Mr. Richard Heller a member of the Forest Lake Cable TV Advisory Board recommended approval of the franchise transfer from Citation Cable System to FBN Cabelvision of MN. Pratt made motion to sign the resoultion of transfer of ownership from Citation Cable Systems to FBN Cabelvision of Mn. Hawkinson seconded and adopted. 7 Survevin.iz of 182nd Street Robert Langer expressed his concern about the surveying of access on 182nd Street. The board informed Mr. Langer there had been compliants of parking within the public right away. The land has been surveyed and posted. Lakes Area Recreation Nordin made a motion to donate $200.00 to Lakes Area Recreation for the year of 1990. Ostlund seconded and adopted. Architectural Review Committee Pratt made a motion to appoint the following to the Architectural Review Committee: Nancy Peterson, Nancy Madden, Bill Isc'h and Dan Sandager. Hawkinson seconded and adopted. Nels Gronquist Land Purchase The board agreed to purchase the Gronquist land for $60,000.00 and pay Mr. Gronquist $30,000.00 first payment and the reminder through Secuirty State Bank. Edith Hadlich will check at the Security State bank for the amount of interest borrowing for a contract for deed. Seminar for Planning Commission Ostlund made a motion to inform Nancy Madden, Blair Joselyn and Terese Koenig Smith the board is offering the course for Planning and Zoning for Community Land Use Management. The travel and lodging shall be paid by the Township. The board will send up to 3 members of the Planning Commission. Hawkinson seconded and adopted. Comprehensive Plan The board set April 10, 1990 at 7:30 p.m. to review the Comprehensive Plan. Parks and Recreation Committee Pratt made a motion to appoint the following to the Parks and Recreation Board. Arnold Forsell, Michael Jay, Colleen Nora, Erich Bogel and James Anderson. Ostlund seconded and adopted. The clerk was informed to contact the committee members to meet with Howard Hawkinson and Beverly Pratt at 7:00 p.m. April 3, 1990 before the Planning Commission Meeting. Chief of Police Ostlund made a motion to appoint Mary Lou Simonson, Chief of Police. Pratt seconded and adopted. Legal Paper Pratt made a motion to designate the Country Messenger the legal paper for the year of 1990. Hawkinson seconded and adopted. Planning Commission Secretary Appointment Pratt made a motion to appoint Edith Hadlich secretary to the Planning Commission. Reasons: Mrs. Hadlich works in the office and all the records should be on file in the office. Ostlund seconded and adopted. Tractor Rental Hawkinson made a motion to rent the tractor to Washington County Soil and Water Conservation for the same rate as last year. Nordin seconded and adopted. Carnelian Marine Watershed District Appointment Nordin made a motion to reappointment Robert Jensen to Carnelian Marine Watershed District. Hawkinson seconded and adopted. Review of Charges, Salaries, etc. Hawkinson made a motion on the following grader and truck work on private roadways in the township. Grader $30.00 min, $35.00 half hour, $50.00 3/4 hour and $65.00 one hour. Truck $25.00 min, $30.00 half hour, $35.00 3/4 hour, $45.00 one hour. This is the same as last year. Nordin seconded and adopted. Pratt made a motion to increase the salary of the clerk, treasurer and maintenance man 4%. Ostlund seconded. Pratt yes, Ostlund yes, Hawkinson no, Nordin abstain. Motion defeated. Nordin made a motion to increase clerk salary to $10.00 an hour, treasurer $8.25 an hour and the maintenance man the same amount as last year $9.00. Hawkinson seconded and adopted. Nordin made a motion the hourly rate for labor be $6.50. Hawkinson seconded and adopted. Hawkinson made a motion if a supervisor is called out a minimum of two hours shall be charged. Pratt seconded and adopted. Pratt made a motion to increase Mary Lou Simonson, Chief of Police $11.50. Hawkinson seconded and adopted. Ostlund made a motion to increase the supervisors meeting rate to $50.00, chairman $55.00. Reason: To match our neighoring communi-ties. To increase the Planning Commission $30.00 a meeting and the chairman $35.00. Hawkinson seconded and adopted. Ostlund made a motion to increase David Hebert Attorney hourly rate to $75.00 per hour and $75.00 per meeting. Pratt seconded and adopted. Lawn Mower Purchase Hawkinson made a motion to purchase a Bolens Lawn Mower from Erickson's Garage for the amount $6,035.25. Nordin seconded and adopted.
