4-17-90 tbApril 17, 1990 The regular monthly meeting for New Scandia Township was called to order by Chairman, Russell Jackson. Present were: Ostlund, Nordin, Pratt, Hawkinson and Jackson. Hawkinson made a motion to accept clerk's minutes as corrected for 3/30/90 and 4/3/90. Pratt seconded and adopted. Nordin made a motion to accept treasurer's report as presentated. Ostlund seconded and adopted. Gravel Bids Bids were opened for gravel, crushed limestone and crushed traprock from the following: Dresel Contracting Inc., J & C Trucking, Bryan Rock Products, Peterson Excavating Inc., C & B Excavating, and R. E. Peterson. J & C Trucking and Dresel Contracting both submitted class 5 gravel at4.55. After a flip of the coin. Ostlund made a motio�ietocawardytaheclass 5 to J & C Trucking the gravel bid for the amount of $4.55. Pratt seconded and adopted. Nordin made a motion to award limestone bid to Peterson Excavating for the amount of $8.74 per ton. Pratt seconded and adopted. Hawkinson made a motion to award the traprock to R. E. Peterson for the amount of $7.80 a ton. Pratt seconded and adopted. Fire Chief Steve Spence Fire Chief informed the board of the new ISO Classification change to 7. This will decrease the home owners insurance. Nordin made a motion to increase the contract for fire coverage for May Township to $7200. Hawkinson seconded and adopted. Nordin made a motion to increase Franconia Fire contract to $600.00 a year and $350.00 per fire. Hawkinson seconded and adopted. Fertilizer Ordinance Pratt made a motion to amend the Fertilizer Ordinance with the correct figures in C fertilizer content according to ordinance number 33. Ostlund seconded and adopted. 110 Soil and Water Conservation ( Landfill Reclamation Project) Konrad Koosman from the Soil and Water Conservation presentated Engineering -Plans for the Township Landfill Reclamation Project. Hawkinson made a motion to approve the Landfill Reclamation Plan and to open bids at the May Town Board meeting. Ostlund seconded and adopted. Federal Highwav Safety Act Ostlund made a motion to sign the intent to participate in the Federal Highway Safety Act of 1973, set forth by the Department of Transportation for the conformance of all traffic control devices and send a copy to Larry Bousquet Washington County Engineer. Pratt seconded and adopted. 223rd Street Richard Tetzlaff presentated bids for construction of 223rd St. Ostlund made a motion to refer the 3 bids to the Township Engineer for review and to report back to the board prior to the Planning Commission meeting. Pratt seconded and adopted. Road Easement for 223rd St. Ostlund made a motion to accept the proposal for road easement for 223rd St.(Rockin R Ridge) from Al Brown for the amount of $750.00. Hawkinson seconded the motion and motion adopted. Odessev of the Mind Mike Krantz and students representating Scandia School were requesting monies for their trip to the National Finals. The board informed this was not a parks or recreation function and they would be setting a precedent.if a donation was given. Road Construction for 1990 Project Ostlund made a motion to authorize the Township Engineer to revise the curve to 55 miles an hour on the 2nd curve west of County #3 on Oren Avenue and the attorney work with Landmark Surveying regarding this matter. Hawkinson seconded and adopted. Ostlund made a motion to authorize the Township Engineer, Landmark Surveying and Township Attorney to obtain ownership for temporary and permanent construction easements on Oren, Oakhill, Maxwill and the outlet to the lake. Hawkinson seconded and adopted. 7 Girls Softball Hawkinson made a motin to designate $600.00 for Scandia Girls Softball. Pratt seconded and adopted. Gravel Pit Bondin Bracht Pit and Dresel Pit informed the board the problems of obtaining a bond for the pits. Nordin made a motion that the Town Board meet with the individual pit owners at the pit site and that the pit owners explain their intent for reclamation this year and if this is not completed the mining permit may not be renewed for 1991. Hawkinson seconded with the following amendment. The township secure possible property for surety, or a letter of credit or a bond for the following pits. Bracht, Dresel and Barton Pits. Ostlund seconded and adopted. Mining Permit for Dresel and Bracht Pit Pratt made a motin that Bracht Pit and Dresel Pit may mine for the next month and that they supply the Township with a written proposal for a bond of surety. Hawkinson seconded and adopted. Lucille Holmes ProDerty on Bliss Nordin made a motion to check with the County Attorney about the proceeding for the Lucille Holmes property in the Bliss Addition. This property is a public hazard. If Mr. Arnie County Attorney can not take care of this matter the clerk shall inform Mr. David Hebert Township Attorney to proceed with action on this matter. Hawkinson seconded and adopted. 40 Acre Tract for Park (Marlene Johnson Messin) Hawkinson made a motin that Mrs. Johnson Messin present a site plan for the 40 acres that she is interested to donate to the township for a Nature Park Site. Pratt seconded the motion and motion adopted. Peter Nora Variance (Existing Building) Pratt made a motion a letter be sent to Peter Nora regarding teh removal of existing home that was to be removed by June of 1989 and specify this was a stipulation of the variance which he obtained. Ostlund seconded and adopted. Forest Lake Youth Service Bureau Pratt made a motin to sign the agreement with the Forest Lake Youth Service Bureau. Nordin seconded and adopted. c Furnaces for Fire Hall Hawkinson amde a motion to direct Scandia Heating to install two new furnaces in the Fire Hall. For the amounts of $1637.00 and $1951.00 and instruct the clerk to check out the water heater for the fire hall. Ostlund seconded and adopted. Board of Review Pratt made a motion to accept the valuation changes presentated at the Board of Review and change the valuation on the 3 parcels viewed by Frank Langer Assessor. Hawkinson seconded the motion. Hawkinson yes, Ostlund yes, Pratt yes, Jackson yes. Nordin abstained as he was not present at the Board of Review. Motion adopted. Waste Water Treatment Pratt made a motion to sign the Waste Water Treatment Agreement. Hawkinson seconded and adopted. Deeds for Road Easements in Minor Subdivision Ostlund made a motion to send letters to Richard and Mary Ann Bjorkman, Kathy Monson and Mike Mulhern for road easements requested from Minor Subdivisions which have not been received. Pratt seconded and adopted. Pratt made a motion to pay the April bills. Nordin seconded and adopted. Hawkinson made a motion to adjourn. Nordin seconded and adopted.
