1-15-91 tbJanuary 15, 1991 The regular monthly meeting was calked to order by Chairman Russel Jackson. Present were: Beverly Pratt, Charles Nordin, Kenneth Ostlund and Kevin Nickelson. New Scandia Town Board meet with Mary Lou Simonson Chief of Police to review the job description for the position. The board informed Ms. Simonson they would like to set up an office for the police in the township office and a seperate phone line with an answering machine and this eliminate the police being on call 24 hours a day. The board informed the clerk to order a desk and phone for the police department. Ostlund made a motion to remove police equipment from the second police car and in the spring tune up the car and sell the second police car. Nickelson seconded and adopted. Pratt made a motion to accept minutes for December 18, 1990. Nordin seconded and adopted. Ostlund made a motion to accept treasurers report. Nickelson seconded and adopted. Township Engineer Mark Kasma Mark Kasma Engineer reported on the Maxwill Avenue project. Mr. Kasma informed the board Mr. Bud Haskell may request the town to repair the bridge on his property. Mr. Kasma felt the township should not be responsible for the point on line for the Art Klinefelter property. Nickelson made a motion to follow the recommendation from TKDA and pay the final payment to Stevens Construction and begin the one year warranty period. Ostlund seconded the motion and motion adopted. Mr. Kasma presentated plans for Oakhill Road. He stated the estimate cost of the project would be approximately $222,000.00. Bids would be opened for the project on March 19,1991. The board would meet with Mr. Kasma on February 2, 1991 to review plans and view Oakhill Road. Fire Chief Steve Spence Mr. Spence reported the problem concerning the alleged failure of the manager of Eko Bakken to permit an emergency call for an injured person. The clerk would send a letter to Mr. Fraley about this matter. Mr. Hebert Township Attorn Mr. Hebert reported he has sent a quit claim deed to Mr. Pagel regarding the outlot on Sylvan Lake. Mr. Pagel has not contacted. Mr. Hebert about this matter. Mr. Hebert reported he had spoken to Mrs. Holmes daughter regarding removal of the home on Big Marine Lake. The daughter informed Mr. Hebert they would hire a contractor to remove the home. If Mr. Hebert does not hear by January 25th the township will remove the the home. Gambling License for V.F.W. at Trail End Nordin made a motion to continue the Gambling License for the V.F.W. at the Trails End. Ostlund seconded and adopted. Paul Brown 182nd Street Mr. Brown presentated a petition to abandon 182nd Street from the property line between Lots 10 and 11 Big Lake View Addition to the north end of the road. The town board accepted the petition and the whole 33 foot strip should be vacated and the intersection would be the turn around. Pratt made a motion to accept petition for vacation of 182nd street and a public hearing will be held March 19, 1991. Nordin seconded and adopted. Resoultion 91-1 Pratt made a motion to adopt Resoultion 91-1 pertaining to: Shall Option B, Providing for the appointment of the Clerk and Treasurer by the Town Board be adopted for the government of the Town? Nordin seconded and adopted. ufi January 15, 1991 Ordinance Number 35 Nickelson made a motion to adopt ordinance Numner 35, amending Section 903.03 of ordinance 23 and publize the ordinance. Pratt seconded and adopted. Letter from Will Eginton stated that Mr. McGinley has placed metal fence posts down the entire length of Second Street and according to the survey makers he placed the posts in the center of the road Mr. Charles Nordin would view this property and see if these posts are placed on township property. Resoultion Adopting Uniform Fine Schedules Ostlund made a motion to adopt the resoultion prepared by Washington County Court Administration for a uniform parking fine of $25.00 throughout Washington County. Nordin seconded and adopted. Brian Jemelka HOSDitalization Pratt made a motion to pay Brian Jemelka for hospitalization for 12 months. Ostlund seconded and adopted. i Nordin made a motion to pay the bills for January. Ostlund seconded and adopted. Pratt made a motion to adjourn.
