11-19-91 tb1 November 19, 1991 The regular Town Board meeting was called to order by Russell Jackson, Chairman. Members Duane Thompson and present were: Charles Nordin, Kevin Nickelson, Beverly Pratt. Nickelson made a motion to approve clerk minutes for 10/15/91 and 11/15/91. Thompson seconded and adopted. Thompson made a motion to appoint Charles Nordin Deputy Treasurer during Mrs. Hadlichs interim. Nickelson seconded and adopted. Fire Chief Mr. Spence informed the board he would advertise the used truck for sale and inform the clerk about this matter. Mr. Spence expressed his concern about the availability of firemen during the Halloween snowstrom. The clerk would notify Sherman Granberg and Brian Jemelka to plow Parish, 215th Street, Pennfield, Oldfield and Oren first first priority, so approximately seven firemen would be available in cause of an emergency. The board informed Mr. Spence in the future there would be a written snowplowing policy. Mark Kasma Township Engineer Mr. Mark Kasma informed the board of the installation of a culvert at the entrance of Hawkinson Highlands onto Oakhill Road. Pratt made a motion to authorize Mark Kasma Engineer to explore the cost of the culvert and the township and Mr. Hawkinson split the cost for the culvert. Nordin seconded and adopted. Mr. Kasma reviewed the cost of posts for a guard rail on Oakhill and 209th Street. This might present a problem for snowplowing and the clerk would contact the maintenance personnel about this matter. Mr. Kasma informed the board the need Blacktop Project 1992. Nickelson ma written resoultion for a feasibility 97 to Meadowbrook, Meadowbrook Avenue from Oakhill Road North, Olinda Lane 230th Street North from West Township Pratt seconded and adopted. to start procedure for the de a motion to prepare a report for, Oakhill from from 228th Street, Oldfield and Oren Avenue North. line East to Manning Trail. Public Hearing To Vacate Elm Lane And Oak Lane A Public Hearing was held to vacate the following streets: Elm Lane and Oak Lane in Anderson's Big Lake Addition. Mrs. Dorothy Anderson Parker expressed her position of not vacating the streets by letter written to the Town Board which she read. This is on file under street vacation. There was much discussion from adjoining property owners on their views of vacating the two streets. Pratt made a motion to deny the street vacation of Elm Lane and Oak Lane with the following findings: There are public purposes not to vacate these public lanes with access around that area and also serves people north of 188th Street. The Town 206 Board would be denying people access to the lake. The lanes are more valuable to use as public property. Nordin seconded and adopted. Pull Tabs At Trail End Nordin made a motion to extend the pull tabs for Chisago Lakes V.F.W. for the year of November 1991 to November 1992. Thompson seconded and adopted. Long Term Plan For Township Property on St. Croix Trail Bob Djupstrom Department of Natural Resources Bob Djupstrom representating the Department of Natural Resources discussed with the board the long term plans for the 40 acre site on St. Croix Trail. Proposed solutions were presentated by Mr. Djupstrom for the erosion control ocurring from the State owned property and causing a gulley on Township property. Mr. Konrad Koosman from SWCD stated the gulley is very active and felt the plan presentated by the SWCD for the property when Mr. Clyde Saari owned the property is the best solution to the problem. Mr. Djupstrom stated their concept plan would be to open a dead furrow and fill the gulley with rock and pine logs and divert the water away from township property. It was agreed that the SWCD and DNR review the proposed rip rap channel instead of a pipe. Mr. Djupstrom stated the DNR would be interested in purchasing the Township's 40 acres and the Department would have the property apprasied at no expense or obligation to the township. Mr. Djupstrom would send the township the necessary forms for the apprasial. Dennis Larson Storage Building Mr. Hebert reviewed the problems with the Dennis Larson storage building on Kirby Avenue. It was agreed Mr. Larson must meet the building requirements. Zoning Ordinance No. 18 Section 703.10 "Accessory Building" Pratt made a motion to amend Section 703.10 of the Zoning Ordinance. With the following amendment: No detached garage or other accessory building shall be located nearer the front lot line than the principal building on that lot except that on lots of 5 acres or more in size a detached garage or other accessory building may be located nearer the front lot line than the principal building on that lot if the detached garage or other accessory building is set back at least 200 feet from the road -of -way and all other setb acks of this ordiance are met. Nickelson seconded and a dopted. Pay Equity David Hebert reviewed the "=Pay Equity and stated the plan can be implemented if the pay scale for the Clerk and Police Officer is increased. Nickelson made a motion to increase the pay rate of $15.60 for the Clerk and the Police Officer $15.50 as of December 31, 1991. Pratt seconded and adopted. Hawkinson Highlands Thompson made a motion to"sign the Development Agreement for Hawkinson Highlands. Nickelson seconded and adopted. SiRnaae For New Plats Thompson made a motion that all signage needs be installed by the township and charged back to the developer. Pratt seconded and adopted. Bill McElrath Damage To Car Pratt made a motion to pay Mr. McElrath $87.00 for the final claim for the problems with his car which Mr. McElrath states the problem was caused by unspread gravel on Manning Circle. Nickelson seconded and adopted. Joint Powers For Cable T.V. (Richard Heller) Nordin made a motion to accept Mr. Richard Heller request for meeting per diem and mileage. The rate shall be $30.00 per meeting and 22c, per mile. Thompson seconded and adopted. Thompson made a motion to pay bills for November. Pratt seconded and adopted. Thompson made a motion to adjourn.
