On the above date New Scandia Planning Commission held their
regular monthly meeting. The following Town Board members were
present: Jackson, Nordin, Ostlund, Pratt and Nickelson.
Charles Wilke
Planning Commission recommends to the Town Board to grant the
variance to Charles Wilke Jr. 3842 McMenemy Road, Vadnais
Heights, Mn. 55027. All that part of Gov. Lot 1 and 2, Section
8, Township 32 North, Range 20 West. Lot size l2 acres to
28,500 square feet, lake setback 100 feet to 51 feet and road
setback 20 feet to 40 feet. This motion was based on findings
that a hardship existed in that the property could not be
put to proper use without the granting of the variances
and that the locale would not be affected because the neighborhood
consisted of smaller lots. Nordin made a motion to accept the
Planning Commission's recommendation for the further reason
that the proposed soil correction for septic system is an
appropriate method for septic system installation. Nickelson
seconded the motion with Pratt voting No. Motion adopted.
Pratt expressed concerns about the small lot size.

Alexander Orosz
The Planning Commission recommends to the Town Board to grant
the variances to Alexander Orosz, 300 Brooks Avenue, Roseville,
Mn. 55113. Lot 5 and Lot 23, Holiday Beach Addition. For
construction of a garage/carport only to be attached to the
existing dwelling on Lot 5 including variances of a 9 foot
setback from the North line, a 6 foot setback from the South
line and a 35 foot setback from the East line.
Pratt made a motion which was seconded by.Ostlund to accept
the Planning Commission recommendations with the following
conditions: the garage structure shall be attached to the
residence. There shall be no enclosed porch. The enclosed
porch already constructed shall be removed. The garage
addition shall not be any closer to the lot lines than the
present structure. The garage shall have the same siding
and apperance as the principal residence.
The motbin was based on the following findings:
A. There shall not be any additional encroachment on the
property of the adjoining neighbors. The enclosed
porch permits additional hiving space which is not
appropriate under the guidelines of the 201 Septic
System Program.
Motion adopted unanimously.
Louise Barton Video Machines and Tanning Beds
Planning Commission recommends to the Town Board to grant the
Conditional Use Permit to Louise Barton applicant, 20690
Kirby Avenue North, Scandia, MN 55073 and owner Scandia
Four, 18911 Newgate Avenue North, Marine, MN 55047. The
shop will be located in the Hawkinson Business Park.
Nordin made a motion to accept the Planning Commission
recommendation and seconded by Nickelson and adopted.
Delores Downs Conditional Use Permit
There was no apperance by Delores J. Downs and no action
was taken.
Bud Hopkins Minor Subdivision
Planning Commission recommends to the Town Board to grant
the Minor Subdivision to Bud Hopkins, St.Croix Trail, Scandia,
MN 55073. The SW4 of NA of Section 6, Township 32, North,
Range 19. For a Minor Subdivision conditioned on final
surveying being completed and approval of soil testing
being obtained. Ostlund made a motion to accept the
Planning Commission recommendation, Pratt seconded and adopted
Pratt made a motion to appoint Edith Hadlich as Deputy Clerk
to serve in the absence of the Clerk until the regular Town
Board meeting in March, 1991. The motion seconded and adopted.
Robert Meister Beer License
Nordin made a motion to grant to Robert Meister a licnese to
sell non -intoxicating malt liquors at his business establishment.
Nickelson seconded and adopted.
Signing of Township Checks
Ostlund made a motion to authorize Nordin to sign township checks.
Pratt seconded the motion and motion adopted.
Nickelson made a motion to approve the bill presented by Frank
Langer, Township Assessor. Ostlund seconded and adopted.
