Duane Thompson and Edith Hadlich, Treasurer was The regular monthly meeting for New Scandia Township was called to order by Clerk Dolores Peterson. A Chairman and Vice Chairman was elected for the year of 1991 by paper ballot. Mr. Russell Jackson was elected Chairman and Mr. Charles Nordin was elected Vice Chairman. The following board members were present: Russell Jackson, Charles Nordin, Beverly Pratt, Kevin Nickelson and Duane Thompson. Nordin made a motion to accept clerks minutes for 2/19/91, Thompson seconded and adopted. Pratt made a motion to accept the clerks and treasurers books for March 1990-1991. Nickelson seconded and adopted. Oakhill Road The board set a meeting to review plans and specifications for Oakhill Road regrading and inform property owners on about Oakhill Road about the meeting on March 28, 1991. Steve Spence Fire Chief Mr. Spence reviewed the expenses for the Fire Department for March 1990-1991. Mr. Spence stated equipment has been pruchased from donations and the proceeds from the Firemans Ball. The two have totaled to $20,200.00. Mr. Spence informed the board of the need of a new tanker in the year of 1992. Weed Inspector Assistant Nordin made a motion to appoint Frank Langer Weed Inspector for the township. Pratt seconded and adopted. Swenson Recycling Mr. Bruce Swenson presentated the Recycling Agreement for the year of 1991. Mr. Swenson stated he will be taking plastic materials at the City of Marine. He informed the board the need of a baler to bale the plastic and it was discussed that the township could use the special grant for this item. Nickelson made a motion to accept the contract with Swenson j Recycling. Nordin seconded and adopted. Public Hearing on the Vacation of Part of 182nd Street The clerk read the notice of public hearing for part of 182nd Street North. Dan Bever was the spokemens for the involved parties. Mr. Robert Larson would like it vacated between his two lots 10 and 11. Mr. Hebert informed the board the property owners would have to form a Private Road Maintenance Agreement. Mr. Hebert had provided the board with information from the Leaque of Minnesota Cities relating to the vacation of streets. Nickelson made a motion to table the decision for vacate of part of 182nd Street to the next town board meeting. Pratt seconded and adopted. Abondoned Well at BiR Lake School the clerk inoormed the board the Minnesota Department of Health stated the well has to be sealed at the Big Lake School. Nickelson made a motion that Mr. Charles Nordin and Mr. Duane Thompson would view the site of the well and inform the clerk if she should obtain bids from a licensed well contractor. Pratt seconded and adopted. The Town Board set a special meeting for March 30, 1991 at 9:00 a.m. to view township roads. Sign at Historical Marker on Olinda Trail Pratt made a motion to grant permission to Washington County Historical Society to install a sign by the historical marker on Olinda Trail. Nickelson seconded and adopted. Letter of Resignation From Clifford Duane Thompson Nordin made a motion to accept the letter of resignation from C. Duane Thompson from the Planning Commission. Pratt seconded and adopted. Roto Tiller Bids Thompson made a motion to purchase the tiller from low bidder Olson Fuel and contact Olson Fuel for a demonstration of the tiller and contemplating the purchase of this tiller if the board is satisfied. Nickelson seconded and adopted. David Jessup User Fee Thompson made a motion to change the user fee for David Jessup parcel number 91305-2100 from full homestead to seasonal residence for one year time. Pratt seconded and adopted. Mr. Jessup must reapply next year. Lakes Area Recreation Nordin made a motion to donate $200.00 to Lakes Area Recreation for softball equipment. Thompson seconded and adopted. Soil and Water Conservation Thompson made a motion to send a letter to Washington County Soil and Water Conservation informing the department that the township will be using the tractor for road work when the department was requesting the use of the tractor. Nordin seconded and adopted. Marine -On -St -Croix Water Management Organization Nordin made a motion to appoint David Brown as an alternate to the Marine -On -St -Croix Management Organization. Nickelson seconded and adopted. Watch for Children Sign Nordin made a motion to install watch for children sign on Manning Lane or Court. Nickelson seconded and adopted. Letter From Department of Trade and Economic Department The clerk informed the board the above department are requesting future development for the Bone Lake Park Area. Nordin made a motion to refer this letter to Curt Sparks of Forest Lake Water Management. Thompson seconded and adopted. Review of Charges, Salaries, etc. Thompson made a motion on the following grader and truck work on private roadways in the township. Grader $40.00 min, $45.00 half hour, $60.00 3/4 hour and $75.00 one hour. Truck $35.00 min, $40.00 half hour, $45.00 3/4/ hour, $55.00 one hour. Nordin seconded and adopted. Brian Jemelka Grader Operator Nickelson made a motion to comply with the increase of hourly rate toe�14e03, $230.00 for hospitalization per month and dental $275.08 andy not to increase the severence pay. Nordin seconced and adopted. Mr. Jemelka must provide proof of Medical Inurance. Pratt made a motion to increase all labor, miscellaneous - and part time hourly rate to $6.75. Maintenance Man $9.35, Clerk $10.25 plus five paid holidays: July 4, Labor Day, Thanksgiving Day, Christmas Day and New Years Day. Treasurer $8.60 and Chief of Police $12.00. Thompson seconded and adopted. Nordin made a motion to pay the bills for March, 1991. Thompson seconded and adopted. Pratt made a motion to adjourn. Thompson seconded and adopted.
