The regular monthly meeting was called to order by Chairman,
Russell Jackson. Present were: Charles Nordin, Duane Thompson,
Beverly Pratt and Kevin Nickelson.
Nordin made a motion to accept minutes for 3/19/91 and 4/2/91.
Nickelson seconded and adopted.
Thompson made a motion to accept treasurers report. Pratt seconded
and adopted.
Chief Of Police
Chief of Police Simonson reported the problems with the Phil Jenkins
house on Langly. The home is completely uninhabitable, no sanitary
facilities or heat and electrical system exposed and a definite
fire hazard. Nordin made a motion to instruct Al Goodman, Washington
Code and Enforcement to contact Phil Jenkins advising him about
these problems. Pratt seconded and adopted.
Mrs. Simonson stated she has been working on the junk cars in the
township and also enforcing clean up for some businesses.
Girls Softball
Janet Boesel reqested funds for the Scandia Softball. Pratt made
a motion to donate $400.00 to Scandia Softball. Nordin seconded
and adopted. James Anderson informed the board that the ballfields
need to be maintained. The weeds have to be sprayed and lime rock
is needed on both diamonds. Nickelson made a motion to spray the
infields and place necessary limerock on ball fields including the
church field and request Church Park Board to contribute to the
cost of lime rock on church field. Nordin seconded the motion and
motion carried.
Scandia Four Seasons
Mr. Joe Seigert owner of Scandia Four Seasons was present as Mrs.
Simonson had informed Mr. Seigert about the problems with the junk
around the premises. Mr. Hebert reviewed the Township Ordinance
Section 706 stating Mr. Seigert needed a Conditional Use Permit
for exterior storage. Mr. Duane Thompson would visit the site
and speak to Mr. Seigert.
Fire Chief
Mr. Spence informed the board if the Fire Department would burn
the Lucille Holmes property on Big Marine Lake (Bliss Addition) the
fee would be $500.00 and that would not include any clean up.
Thompson made a motion to contact Mrs. Holmes about having the
Fire Department remove the home and outbuildings by burning, before
Mr_ Hebert proceeds with legal action.
Township Engineer Mark Kasma
Mr. Mark Kasma delivered specs and plans for Oakhill Road. Mr. Bill
St. Sauver voiced his concern again about the problems with him
turning with large machinery from Oakhill unto Oldfield. Mr. Kasma
would review this situation.
Nickelson made a motion to include fence removal and replacement in
the Right -Of -Entry and Construction Agreement. Reimbursement
at the rate of $100.00 quarter mile (removal) and $100.00 quarter
mile (replacement). The fence must be replaced and installed before
one year. Thompson seconded and adopted.
Nordin made a motion to revise the specifications for Oakhill Road
to include tree removal. Pratt seconded and adopted.
Tennis Association (Tennis Court)
Bonnie Olson and Rita Hageman from the Tennis Association were
present and discussed the resurfacing of the two Township Tennis
Courts. The board informed Mark Kasma to prepare specifications
for reconstructing the Tennis Courts and this shall be submitted
to the town board at the May 7th Planning Commission meeting and
open the bids for the project June 4, 1991.
Interviews For The Planning Commission
The board set Thursday April 25, 1991 at 7:30 p.m. for interviewing
Planning Commission candidates.
Scandia School Playground
Mark Polglase and Jan Hughes were requesting funds for the new
playground equipment at Scandia School. Nickelson made a motion
to donate $1,000.00 for the Equipment Plan for Scandia School.
Pratt seconded and adopted.
Vacation of 182nd Street
Pratt made a motion to vacate 182nd Street from between Lots 10
and 11, because of traffic problems on the road. This is not
usable as a Public Landing and Big Marine Park Reserve will be
near by, so no need for an access. Residents must form a Private
Road Maintenance Agreement before vacation becomes effective.
Thompson seconded. Mr. Nordin made the following comment: This
particular situation is unique and to vacate this road is the
best solution. Motion adopted.
Big Marine School Well
Mr. Thompson reported on the well at Big Lake School that the
Department of Health has requested to be sealed. Mr. Thompson
would take care of this matter with McCullough and Sons.
Painting Of Maintenance Garage
Nickelson made a motion to obtain two quotations for painting of
the maintenance garage. Nordin seconded and adopted.
Letter From Washington County Public Works Pertaining to Riding
Trails
The clerk read a letter from Washington County Public Works Park
Director addressing riding trails connecting Pine Point Park, Big
Marine Park Reserve and William O'Brien. This letter was forwarded
to the Saddle Club.
Resoultion for Deletion
Nordin made a motion to delet parcel 91008-0500 and 91450-2400
for Assessment Project 81989 Nickelson seconded and adopted.
Bid For Underplow
Nordin made a motion to purchase a underplow and installation of
same for the amount of $6,400.00 from McKenize Supply and Equipment.
Nickelson seconded and adopted.
Signing Of Agreement For Drop Off Center Recycling Grant Distribution
Thompson made a motion to sign the agreement for the Drop Off Center
Recycling Grant. Nordin seconded and adopted.
Thompson made a motion to pay bills for April. Nickelson seconded
and adopted.
Nordin made a motion to adjourn. Nickelson seconded and adopted.
